MINUTES <br />CITY COUNCIL <br />MARCH 11, 2015 <br />well by extending the line from Eli Road and Centerville Road to the fire <br />station. Distance is estimated at 1,100 feet for an additional $22,000 in <br />costs. Eventually the fiber would then be extended to the Roseville Area <br />Middle School. <br />The Superintendent reported that an alternative to running fiber is using <br />Comcast Business Services and building a VPN over the internet. The <br />cost for that would be about $225 per month. Roseville IT has indicated <br />that the speed would be okay, but there may be issues with the security <br />cameras feeding back across the network to the storage servers. <br />The Superintendent reported that Roseville IT is recommending that the <br />fiber optic line be run as they feel the quality from the camera feed will be <br />better and the line more secure. Montour asked if it would be less costly <br />to coordinate the installation of fiber with the reconstruction of Centerville <br />Road. The Superintendent indicated that it would not be as the fiber <br />would be installed through a direct bore method. Montour asked if fiber <br />should be brought into Pioneer Park. The Superintendent indicated that it <br />could be if the Council made that determination. <br />There was discussion about the benefits of having fiber installed versus <br />using Comcast cable as well as the potential future use of the fiber for <br />municipal -provided wi-fi. Montour asked if the City installs the fiber, will <br />the City own it. The Superintendent was not sure, but indicated that he <br />would find this out. Torkelson asked if City staff could lay the fiber and if <br />it could he installed by trenching rather than direct boring. The <br />Superintendent reported that City staff is not qualified to install fiber. He <br />also indicated that he would find out the cost difference for trenching <br />versus direct boring, but thought there would be little cost difference. <br />The City Administrator indicated that staff could do some research and <br />price out the difference between trenching and boring. The Administrator <br />noted that installation of a fiber is an expensive undertaking, but noted that <br />one does not know what the future will bring. With fiber, the City would <br />not be dependent on the I -Net. <br />Keis was not sure about running fiber to the fire station. The City <br />Administrator noted that installing fiber at the station would allow for the <br />telephone system to be converted to IT telephony. The Administrator <br />indicated that the fire department does not transmit high volumes of data <br />at this time, but again, what the need are 10 to 15 years from now are <br />unknown. <br />Montour pointed out that contracting with Comcast for $225 per month for <br />a VPN over the internet is much less expensive.
