MINUTF,S <br />CITY COUNCIL <br />JANUARY 24, 2007 <br />Administrator reported that the League of Minnesota Cities is working on <br />this issue as well. <br />VADNAIS The City Administrator reported that the City Attorney acid staff are <br />HEIGHTS working to put together a complaint relative to the City of Vadnais <br />SEWER Heights sewer billing issue. It is hoped that the complaint will be served <br />ISSUE by the end of the week. The Administrator reported that in researching the <br /> issue fm-ther, he found there was an agreement entered into in 1969 that <br /> indicated that Vadnais Heights would agree to the same conditions in <br /> connecting to Little Canada lines, and Little Canada agreed to in <br /> connecting with St. Paul lines. One of these conditions was that flows <br /> would be metered. The Administrator also reported that he has again <br /> asked for a meeting with the Vadnais Heights Mayor and City <br /> Administrator, but uo date has been set at this time. <br />TEXT The City Clerk reported that City Code requires the licensing of massage <br />AMENDMENT- therapy as an accessory use in beauty salons, while allowing massage <br />MASSAGE therapy as an accessory use without a license requirement as part of the <br />THERAPY licensed practice of medicine,osteopathy, chiropractic, physical therapy, <br />AS AN podiatry and nursing, as well as part of the professions of athletic coaching <br />ACCESSORY and training. The City Clerk indicated that unlicensed massage therapy <br />USE as a part of a fitness center does not provide the City with the same <br /> oversight that is part of the licensing requirements for beauty salons. It is <br /> staffls feeling that these licensing requirements are appropriate for fitness <br /> centers. Therefore, staff recommended adoption of a text amendment <br /> requiring the licensing of massage therapy as an accessory use to a fitness <br /> center. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-I-21- ADOPTING AN ORDINANCE <br />AMENDING CHAPTER 2202 OF THE LITTLE CANADA CITY <br />CODE, KNOWNAS THE MUNICIPAL CODE, AS RELATES TO <br />MASSAGE THERAPYASANACCESSORY USE <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MASSAGE The City Clerk reported that Snap Fitness, 2800 Rice Street, has made <br />THERAPY application for a Massage Therapy Business License as an accessory <br />LICENSE - use to their fitness center. Additionally, Rebecca Guthrie has applied <br />SNAP for a Massage Therapist License to work at Snap Fitness. The Clerk <br />
