MINUTIiS CITY COUNCIL JANUARY 24, 2007 FITNESS reported that application materials are in order, Ms. Guthrie meets the educational requirements as outlined in the City Code, and Sheriff's Department Background Checks are satisfactory. Therefore, staff recommends approval of the licenses as requested. Mr. Montour recommended the following resolution and moved its adoption: RESOLUTION NO. 2007-I-22 -APPROVING A MASSAGE THERAPYBUSINESS LICENSE (ACCESSORY USE) FOR SNAP FITNESS, 2800 RICE STREET, THROUGH JUNE 30, 2007 AS RECOMMENDED BY CITY STAFF The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. Ms. Allan recommended the following resolution and moved its adoption: RESOLUTION NO. 2007-I-23 - APPROVING A MASSAGE THERAPIST LICENSE FOR REBECCA GUTHRIE, SNAP FITNESS, 2800 RICE STREET, THROUGH JUNE 30, 2007 AS RECOMMENDED BY CITY STAFF The foregoing resolution was duly seconded by Blesener. Ayes (5). Nays (0). Resolution declared adopted. 2007 BOND The City Administrator reported that it is likely the City will bond for ISSUE flee 2007 Improvements. Financing is required given a significant portion of the project costs will be required to be spent prior to the availability of MSA or Grant Funds. The Administrator reported that in a preliminary bond structuring meeting with Elhers & Associates, it was suggested that the council pass a reimbursement resolution. This resolution ensures that the city can reimburse itself for project costs incurred prior to the bond issuance date. The Administrator indicated that type of resolution should be used for all improvement projects moving forward to give us the ability to bond for project costs after project completion should we deem it necessary.
