MINUTES <br />CITY COUNCIL <br />APRIL 8, 2015 <br />Alstine noted that great deal of equipment being purchased and the <br />complexities of ensuring that all the equipment works together. Keis <br />suggested that there would be some manufacturer's warranty on each <br />piece of equipment. The City Administrator noted that the Additional <br />Costs are a part of the base hid and it was his understanding that this line <br />item could not be rejected. <br />McGraw asked Van Alstine if she was comfortable with the amount of <br />training and support that will come with project. Van Alstine replied that <br />she was. Keis asked when the new equipment would be installed and <br />operational. Van Alstine estimated that deliver of equipment would occur <br />in the next 4 to 6 weeks, with installation completed by the end of May or <br />mid-June. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-4-70 — AMENDING THE CABLE TV <br />UPGRADE BUDGET UP TO AN ADDITIONAL $40,000 AND <br />AWARDING THE LOW BID OF ALPHA VIDEO WITHOUT THE <br />ASSISTIVE LISTENING KIT AND AUTHORIZING STAFF TO <br />PURCHASE FROM OTHER SUPPLIERS THE ALTERNATIVES AS <br />NOTED IN THE BID TABULATION SHEET DETERMINED BY <br />THE CITY ADMINISTRATORWITH THE TOTAL PROJECT <br />BUDGET NOT TO EXCEED $220,000 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />STREET The City Administrator recommending that the Council call for a public <br />RECONSTRUC- hearing to consider the sale of G.O. Street Reconstruction Plan Bonds <br />TION PLAN to cover the County's share of the project until February of 2017. He <br />BONDS estimated total project costs at $3,000,000 with the County's share being <br />$2,200,000. The Administrator indicated that the City would not finance <br />its project costs. The Administrator also noted that by selling the bonds, <br />the City will bear the cost of interest and issuance. If the County does not <br />repay the bonds by 2017, they will bear the costs of issuance of a <br />temporary bond. <br />The Administrator then reviewed the reasons for the City accelerating this <br />project as are outlined in his April 3, 2015 report, and noted the cost <br />savings associated with doing the project now versus waiting and <br />absorbing inflationary adjustments. <br />4 <br />
