MINUTES
CITY COUNCIL
APRIL 8, 2015
56 LITTLE The City Administrator indicated that the purchase agreement for the
CANADA City's purchase of 56 Little Canada Road East is not yet in final form.
ROAD EAST It was the consensus of the Council to table action on this purchase
agreement until the April 22" meeting.
FIBER OPTIC The Public Works Superintendent reported that at the March 11111
LINE AT the Council had discussion relative to a camera system as well as the
PUBLIC installation of fiber versus Virtual Private Network (VPN) at the new
WORKS Public Works shop. The Superintendent reported that Terre Heiser of
BUILDING Roseville IT is recommending the installation of high quality HD cameras
at the site, the cost of which is estimated at $1,200 per camera. lIe also
noted that Roseville has a 30 -day retention policy for camera feed, and
any retention period longer than that would likely result in higher storage
charged by Roseville. The Superintendent noted that the cameras can be
checked from anywhere that is connected to the network, and will only
record when there is motion detected. The Superintendent reported that
based on Roseville's recommendation, he would recommend the purchase
of these cameras for the Public Works Garage property as well as adjering
to a 30 -day retention period.
The Superintendent then reviewed the issue of fiber versus VPN noting
the discussion regarding installing a fiber optic line from the Little Canada
Elementary School to the new Public Works facility and potentially the
Fire Station. The cost to install fiber was estimated at $50,000 and an
additional $25,000 to the fire station. Using a VPN line from Comcast to
service the Public Works facility would be approximately $225 per month.
The Superintendent indicated that Terre Heiser of Roseville has indicated
that fiber will be needed in the future, and recommends that the City
install the fiber now, rather than waiting. The fiber will also allow the
Public Works and Fire Station telephones to operate on telephony. Heiser
indicated that cameras at the Public Works facility will have a lower
resolution than HD and much of the detail will be lost. To overcome this
dedicated service at the Public Works facility could be added at a cost of
$9,000 with that server having a four -to -five year life.
The Superintendent noted that there were also some questions relative to
installing the fiber by trenching versus drilling. The Superintendent noted
that Roseville indicated that contractors will bid the most cost-effective
means of installation.
6
