MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />RESOLUTION NO. 2015-4-69 — APPROVING THE PRELIMINARY <br />PLAT FOR BLACK TERNADDITIONAS WELL AS <br />DEVELOPMENT STAGE PLANNED UNIT DEVELOPMENT (PUD) <br />TO ALLOW THE CONSTRUCTION OFA 120 -UNIT SENIOR <br />HOUSING FACILITY CONSISTING OF INDEPENDENT LIVING, <br />ASSISTED LIVING, AND MEMORY CARE AS PROPOSED BY <br />HEARTH DEVELOPMENT SUBJECT TO COMPLIANCE WITH <br />THE RECOMMENDATIONS OF THE CITY PLANNER AS <br />OUTLINED IN HIS APRIL 3, 2015 REPORT AND THE CITY <br />ENGINEER AS OUTLINED IN HIS APRIL 3, 2015 REPORT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />G.O. STREET Keis opened the Public Hearing to consider the adoption of a Street <br />RECON- Reconstruction Plan and the issuance of General Obligation Street <br />STRUCTION Reconstruction Bonds up to $3 million. <br />BONDS & <br />STREET The City Administrator reported that these bonds would be used to <br />RECON- finance the Centerville Road reconstruction project. The Administrator <br />STRUCTION noted that Centerville Road is a County road, and the City has agreed to <br />PLAN proceed with the reconstruction project given the poor condition of the <br />road and the fact that the reconstruction is not yet in the County's five- <br />year plan. The City would agree to carry the County's share of the project <br />for two years with the City paying the cost of bond issuance and the <br />interest on the bonds. The Administrator noted that this project would be <br />an addendum to the City's Five Year Capital Improvement Plan. The <br />County's estimated share of the project cost is $2.2 million and the City's <br />$800,000. <br />The City Administrator noted that similar to the bonds sold to finance the <br />Public Works Garage, this action is subject to a reverse referendum. This <br />means that a petition requesting a vote on the question of issuing bonds <br />can be submitted within 30 days of this evening's hearing. That petition <br />would need to be signed by voters equal to five percent of the votes cast in <br />the last municipal general election. If such a petition is received, the <br />matter would have to go to a referendum on the ballot of the next <br />municipal election. The City Administrator reported that a copy of the <br />City's Street Reconstruction Plan is on file at the City Center for review <br />by the public. <br />14 <br />
