MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />CONSENT' <br />AGENDA <br />Montour asked the status of the project agreement with Ramsey County. <br />The Administrator reported that a draft has been finalized and he hoped to <br />have the final agreement to the Council for approval at their next meeting. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-4-70 — ADOPTING THE STREET <br />RECONSTRUCTION PLAN AND APPROVING THE ISSUANCE OF <br />GENERAL OBLIGATION STREET RECONSTRUCTION BONDS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015 -4 -71 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF LETTER OF ENGAGEMENT WITH EHLERS & <br />ASSOCIATES TO SERVE AS DISSEMINATION AGENT FOR <br />CONTINUING DISCLOSURE AND AUTHORIZING THE MAYOR <br />AND CITY ADMINISTRATOR TO EXECUTE ON BEHALF OF THE <br />CITY; <br />*APPROVAL OF PARTIAL PAY ESTIMATE #1 FOR MINNESOTA <br />DIRT WORKS FOR THE PIONEER PARK GRADING AND MUCK <br />REMOVAL PROJECT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FENCING The City Planner reported that he received a call from a property owner <br />ISSUE that lives adjacent to the railroad tracks. This property owner wishes to <br />construct a 12 -foot high fence adjacent to the tracks to reduce the amount <br />15 <br />
