MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2015 <br />and will not be able to exit or enter between the parking lot and outdoor <br />service area. <br />The Planner reported that the applicant has requested the ability to have <br />outdoor activities Monday through Friday nights and six weekend <br />tournaments per year. They have suggested that they don't expect the <br />outdoor activities to be active every night of the week, but want to reserve <br />that opportunity. The Planner reported that the applicant has indicated that <br />the outdoor activities would end by 10 p.m. They have also indicated that <br />they would move the sand required for horseshoes to the east side of their <br />property. <br />The Planner pointed out that liquor service is not technically a part of the <br />CUP, but it should be noted that providing this service to participants and <br />spectators engaged in outdoor recreation will likely raise the noise levels <br />in the area. The applicant should identify how noise would be controlled. <br />The Planner stated that there are two general concerns with the enclosure <br />proposal for the facility. The first is the netting material around the <br />volleyball court area is not likely to be secure. This netting is proposed to <br />be connected to chain link enclosures to the hockey rink area and a line of <br />fencing on the west side of the volleyball area. Two gates have been <br />included in the west portion of the chain link fence. The Planner noted <br />that the applicants are concerned that vehicular traffic needs to pass <br />between the east and west sides of the property, and have proposed only <br />temporary polyethylene fencing creating a corridor from the north door of <br />the building to the outdoor recreation area. This fencing would only be <br />used when there are outdoor activities, The Planner also noted that the <br />portion of fence would include gates near the north door to provide access <br />from the bar to outdoor smoking areas. <br />The Planner commented that neither of the proposed enclosures would be <br />secure. The height of the chain link would not deter climbing, and the <br />remainder of the enclosure in the hockey and volleyball areas is not <br />fencing that would qualify as commercial fencing in the City's Zoning <br />Ordinance. Combined with the gates, it is not clear how this area would <br />prohibit illegal access and/or egress to the recreation area. The Planner <br />pointed out that other outdoor areas of this nature typically has 6 foot high <br />chain link fencing or taller which encloses the entire perimeter of the area <br />with netting added to the fence. With regard to the temporary plastic <br />corridor, if this temporary arrangement is acceptable to the City, rigid <br />freestanding fencing sections should be considered that can be attached <br />together and prohibit unlawful access, <br />-2 <br />
