MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2015 <br />The Planner indicated that the compatibility with the surrounding land <br />uses is the primary consideration for a CUP in this location. While there <br />does not appear to be significant concern with the easy where commercial <br />property exists, there may be concerns related to the residential property <br />on the west, <br />The Planner then indicated that if the City is in support of the Gordies' <br />request, he recommended conditions relative to fencing, lighting, <br />limitation on days and hours that are outlined in his April 3rd report. , <br />Duray asked about recommendation #3 which calls for the replacement of <br />the corridor fencing with permanent fencing or a rigid temporary fencing. <br />The City Planner pointed out that aluminum freestanding fence sections <br />can be purchased and chained together to create the corridor that is <br />proposed, and then taken down when there are no outdoor activities going <br />on. Duray asked if the fencing would be 4 feet in height. The Planner <br />estimated that a 4 foot height may be adequate to contain the space. <br />Kim Cossack, Gordies Manager, indicated that she would have to put up <br />and take down the temporary corridor fencing and that the fencing the <br />Planner is proposing would be a problem for her to handle. Cossack noted <br />that the orange poly fencing she is proposing to use is similar to what you <br />see at community festivals to designate a beer garden. Cossack also <br />pointed out the need to move the fencing for access around the building by <br />patrons as well as for snowplowing. Cossack reported that there will be <br />no lighting added and also stated that the spruce tree will be replaced, <br />Signs will be posted at gate areas informing patrons that alcoholic <br />beverages cannot be brought into the parking lot or from the parking lot <br />into the recreation area. Cossack stated that currently they have outdoor <br />recreation three nights per week, and are hoping to add a fourth evening. <br />However, they wanted to request the five nights per week as well as six <br />tournaments to ensure that they did not have to come in for another <br />ordinance amendment. Cossack also noted that several of the activities <br />listed will likely not be played. Hours of operation would be 6:30 p.m, to <br />10:00 p.m. and likely earlier than that. Lights will be turned off at 10:00 <br />p.m. <br />Duray asked about recommendation #1 that the consumption area be <br />enclosed with permanent chain link fence. Cossack indicated that there <br />will be chain link around the volleyball court. The only poly fencing will <br />be for the corridor area. <br />Schwalbach asked about the Planner's concern with the flexible fencing. <br />The City Planner indicated that the concern is the amount of security this <br />provides and the ease that people will have in getting through it.
