MINUTES PLANNING COMMISSION APRIL 9, 2015 The Planner indicated that the compatibility with the surrounding land uses is the primary consideration for a CUP in this location. While there does not appear to be significant concern with the easy where commercial property exists, there may be concerns related to the residential property on the west, The Planner then indicated that if the City is in support of the Gordies' request, he recommended conditions relative to fencing, lighting, limitation on days and hours that are outlined in his April 3rd report. , Duray asked about recommendation #3 which calls for the replacement of the corridor fencing with permanent fencing or a rigid temporary fencing. The City Planner pointed out that aluminum freestanding fence sections can be purchased and chained together to create the corridor that is proposed, and then taken down when there are no outdoor activities going on. Duray asked if the fencing would be 4 feet in height. The Planner estimated that a 4 foot height may be adequate to contain the space. Kim Cossack, Gordies Manager, indicated that she would have to put up and take down the temporary corridor fencing and that the fencing the Planner is proposing would be a problem for her to handle. Cossack noted that the orange poly fencing she is proposing to use is similar to what you see at community festivals to designate a beer garden. Cossack also pointed out the need to move the fencing for access around the building by patrons as well as for snowplowing. Cossack reported that there will be no lighting added and also stated that the spruce tree will be replaced, Signs will be posted at gate areas informing patrons that alcoholic beverages cannot be brought into the parking lot or from the parking lot into the recreation area. Cossack stated that currently they have outdoor recreation three nights per week, and are hoping to add a fourth evening. However, they wanted to request the five nights per week as well as six tournaments to ensure that they did not have to come in for another ordinance amendment. Cossack also noted that several of the activities listed will likely not be played. Hours of operation would be 6:30 p.m, to 10:00 p.m. and likely earlier than that. Lights will be turned off at 10:00 p.m. Duray asked about recommendation #1 that the consumption area be enclosed with permanent chain link fence. Cossack indicated that there will be chain link around the volleyball court. The only poly fencing will be for the corridor area. Schwalbach asked about the Planner's concern with the flexible fencing.
