MINUTES PLANNING COMMISSION APRIL 9, 2015 noted that the fencing will be attached to metal poles that are 6 to 8 feet apart. Cossack again noted that signage will be at the gates relative to no alcohol entering from or being brought into the parking lot. Cossack indicated that in addition to herself, there would be 1 or 2 other employees working when the recreation activities are being played. Ledin asked about a mix of fencing options. The City Planner indicated that whatever the Commission feels can appropriately secure and enclose the area, Schwalbach asked if the City has had similar requests. The Planner was not aware of any. Schwalbach asked how the beer gardens are handled during Canadian Days, The Planner was not sure. Schwalbach asked if the City receives any complaints about Gordies. The Planner was not sure. Cossack reported that no one has called the bar with a complaint. Buesing asked how the poly fence would be attached to the poles. Cossack was not sure yet. Buesing suggested that information be available for the April 22nd Council meeting. Cossack also indicated that she has letters of support from some of the Fleur Royale residents, and she would bring those to the Council meeting as well. Alicia Davis, 30 -year resident of Fleur Royale, spoke in opposition of the request. She noted that with more and more activities comes more and more noise. Davis reported that when the bar closes there is a great deal of noise in the parking lot, as well as foul language, and people corning onto the Fleur Royale lawn to urinate. Davis pointed out that this is a small area for a large amount of activity. Mike Strub, Fleur Royale, presented pictures of the Gordies property showing unkempt outdoor storage. Strub agreed that there was a lot of noise when the bar closes as well as during recreational play. Scrub stated that he did support Gordies right to run a successful business, but felt that Gordies could work with the Fleur Royale property owners to improve the situation. Strub suggested a screening fence might help. Strub indicated that Gordies is asking for a lot, and felt that it would be possible to reach a compromise. Strub pointed out that Gordies is located right next a residential property and pointed out that most bars are not locatednext to residential. Strub again stated that he wants to see Gordies be successful, but he feels the current situation is negatively impacting Fleur Royale. Duray asked if additional screening and/or securing fencing would help, Strub pointed out that the noise in the summer is the most bothersome when people have their windows opened. -4-
