MINUTES PLANNING COMMISSION APRIL 9, 2015 Keith Flanagan, Fleur Royale resident, reported that a privacy fence will not help the 2nd and 3rd floor units. He indicated that drainage from the Gordies property has become an eyesore. Flanagan stated that he believes that Gordies habitually does not follow the terms of their CUP, and he was concerned with expanding outdoor recreation from 2 nights per week to six nights. Flanagan also pointed out that lights are to be off at 10 p.m. and he typically calls Gordies to remind them of the time. He also indicated that the boot hockey area is usually flooded at 10;30 p.m. Flanagan indicated that people come to Gordies outdoor recreation area with coolers of alcoholic beverages in their trunks. Duray reported that the parking lot is one of the toughest areas for a bar owner to control. Flanagan reported that there have been motorcycles in the Gordies parking lot at 2 a.m. The lot has been plowed at 3 a.m., but Gordies changed this time to 6 a.m. after he complained. During felt that parking lot noise was a separate issue and required policing. Flanagan asked if there were problems at other bars in the City. Duray reported that there were, and again indicated that it is a policing issue for the bar owners. Flanagan pointed out that the parking lot is about 10 feet from his bedroom. He again noted Gordies habit of violating their CUP. Ledin reported that these are quality of life concerns that should be addressed to the City Council. He noted that the Planning Commission is here to make a recommendation on the CUP request. Davis again commented on the noise from Gordies and the patrons behavior in the parking lot. This noise problem is typically at 1 a.m. to 2 a.m. Cossack indicated that many of the issues raised by the neighbors do not apply to the CUP. She also indicated that she never receives any complaint calls after 10 p.m. and indicated that most nights the recreation activities are over by 8:30 p.m. or 9:00 p.m. Heildce asked if people using the recreation area come into the bar and stay until closing. Cossack indicated that some do and will go out on the Gordies deck and sit. Duray asked who the Gordies customers are. Cossack estimated about one-quarter are from Little Canada with the rest from the surrounding communities. Cossack noted the comment about the erosion on the problem, and pointed out that they had a dirt driveway to the back until last year when they put in a paved drive. Cossack questioned who Gordies 5
