Cossack also indicated that they <br />had outdoor recreation activities 3 nights per week last summer and in <br />reality will only have these activities 4 nights per week. <br />Duray suggested that it might be beneficial for Gordies to look at some <br />additional screening from Fleur Royale, especially with the activities from <br />the late night crowd leaving the bar. Cossack indicated that the late night <br />crowd does not play in the outdoor recreation activities. She also <br />indicated that she does not condone the behavior of the people that are <br />disruptive leaving Gordies. People are told to respect the neighbors. <br />Duray asked if Cossack would be willing to work with the people of Fleur <br />Royale on the screening issues. She indicated that she would. <br />Duray recommended approval of an Amendment to Conditional Use <br />Permit to allow outdoor recreation consisting of bean bags, volleyball, <br />horseshoes, body ball, bocce ball, boot hockey, and broom ball in <br />conjunction with the serving and consumption of alcoholic beverages as <br />requested for 201 Little Canada Road, Gordies Place, subject to <br />compliance with the recommendations of the City Planner as outlined in <br />his April 3, 2015 report, but allowing Gordies to try the usage of the poly <br />fencing for the corridor from the bar to the outdoor recreation area with a <br />plan to be submitted for how the poly will be attached to the posts, and <br />allowing outdoor recreation Monday through Friday nights and six <br />weekends per year with the hours of operation to cease at 10 p.m., and <br />recommending that Gordies work with Fleur Royale to provide additional <br />screening for this residential property. <br />Motion seconded by Schwalbach. <br />Motion carried 7 to 0. <br />The City Planner reviewed his April 3, 2015 report relative to the <br />application for Preliminary Plat for the Black Tern Addition as well as <br />Planned Unit Development (PUD) Permit to allow the construction of a <br />120 -unit senior housing facility consisting of independent living, assisted <br />living, and memory care at the property generally southeast of the <br />intersection of Rice Street and Country Drive. The application was <br />submitted by Hearth Development. The Planner noted that the site <br />surrounds, but does not include the Taco Johns property which has been <br />reserved as an Oudot. <br />The Planner reported that the property is guided and zoned PUD and lies <br />within District 2 of the city's land use plan.
