I <br />MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />COMMUNITY Montour reported that a Community Media Center Open House will be <br />MEDIA held on Monday, April 27, 2015, from 5 p.m. to 8 p.m. at CTV 15 located <br />CENTER at 2670 Arthur Street in Roseville. Montour reported that the open house <br />will include tours of the facility, including the studio, control room, edit <br />suites and production trucks. The general public can discover the benefits <br />of community media and becoming a volunteer and learn about video <br />production services for businesses or organizations. <br />AMEND Keis opened the Public Hearing to consider the application for Gordies' <br />CUP — Place for an Amendment to a Conditional Use Permit to allow outdoor <br />201 LITTLE recreation consisting of bean bags, volleyball, horseshoes, body ball, <br />CANADA bocce ball, boot hockey, and broom ball in conjunction with the serving <br />ROAD — and consumption of alcoholic beverages. <br />GO'iRDIES <br />The City Planner reviewed his report dated April 3, 2015 relative to the <br />Amendment to Conditional Use Permit allowing outdoor recreation. The <br />City Planner reported that the property had previously been granted a CUP <br />allowing outdoor recreation activities as an establishment with alcohol <br />service pursuant to 912.040 G. The previous permit required a line of <br />spruce trees along the westerly boundary of the recreation area and limited <br />outdoor recreation activities to volleyball and boot hockey on certain <br />evenings. The applicants are seeking to expand the number of outdoor <br />recreation activities as well as the number of nights that these would <br />occur. They are also proposing to replant one of the spruce trees that did <br />not survive. <br />The Planner noted that in order to add the outdoor consumption of liquor <br />in the recreation area, the applicants are required to enclose the area from <br />the indoor bar service area and the entire outdoor area were alcohol would <br />be consumed. The Planner noted that under State liquor regulations, <br />customers cannot enter the facility in any way except through the bar area. <br />The Planner reported that the Planning Commission recommended <br />approval of the Amendment to the Conditional Use Permit with some <br />modifications to the recommendations as outlined in his April 3`d report. <br />The Planner reviewed these recommendations and pointed out that the <br />differences in his recommendation and that of the Plaiming Commission <br />relate to the type of corridor fencing denoted as "A" on the site plan. The <br />Planner reconunended either a permanent fencing or rigid temporary <br />fencing to secure the corridor connection between the indoor and outdoor <br />consumption areas. The Planning Commission recommended allowing <br />the poly fencing as proposed by the applicant and asked for information as <br />to how the poly fencing would be secured to fence poles.
