MINUTES <br />CITY COUNCIL <br />APRIL 22, 2015 <br />Meredith Peck, Fleur Royale, reported that she rents her unit out, but <br />indicated her concern with the noise from the outdoor recreation. Peck <br />was concerned about control of alcohol consumption in the outdoor <br />storage area and more opportunities for minors to access alcohol. Peck <br />reported that there is a lot of frustration over how and to whom complaints <br />should be made. Peck also felt that it was a waste of taxpayer resources to <br />call the Sheriff s Department with noise complaints. <br />Keis and the City Administrator indicated that complaints should be made <br />to both the Sheriff's Department and to City Hall. <br />Kim Cossack indicated that they are willing to put in a few more trees, <br />She also pointed out that their application is for outdoor recreation 5 days <br />per week, not the 6 clays mentioned. While they are asking for outdoor <br />recreation Mondays through Fridays, they really plan on only having it <br />Mondays through Thursdays. Cossack noted that they are asking for 6 <br />weekend tournaments each year, <br />Montour asked what evenings Gordies' currently has outdoor recreation. <br />Cossack replied Tuesdays, Wednesdays, and Thursdays. She noted that <br />while their hours are 6:30 p.m. to 10:00 p.m., they usually are done by <br />8:30 p.m. or 9:00 p.m. Cossack reported that they do not allow anyone <br />under 21 years of age to participate and they do not allow people to bring <br />coolers into the outdoor recreation area. Cossack reported that she <br />sometimes has coolers with food and snacks in the recreation area. <br />Montour indicated that it looks like the area needs some general policing. <br />He also expressed concern about expanding the liquor consumption to this <br />area without some level of security. Montour noted that it appears that <br />Cossack in her General Manager duties has to cover a lot of tasks, and <br />suggested that there would need to be a designated security person. <br />Montour also suggested that if the request is approved, there be a semi- <br />annual meeting with representatives of the Council, City staff, and Fleur <br />Royale to discuss the operation and any concerns. <br />Keis pointed out that there is a need for improved general maintenance of <br />the area, clean-up of the outdoor storage, improved screening with trees <br />and/or fencing. Keis stated that he was not supportive of the orange poly <br />fence that is being proposed. Cossack asked if the Council would consider <br />letting them try the plastic fencing, She also agreed to clean up the area <br />and plant additional screening trees. <br />Keis stated that if Gordies' is not intending to use Friday nights and <br />certain recreational activities, he would like to see the request scaled back, <br />8 <br />
