MINUTES CITY COUNCIL APRIL 22, 2015 Montour suggested that if the request is scaled back and the operation works out to people's satisfaction, perhaps the City would consider expanding the number of days and/or activities in the future with no additional cost to Gordies'. Keis suggested that if the CUP Amendment is approved it be subject to a satisfactory review at the end of the summer. Arthur Graf, Fleur Royale, stated that the issue of concern for him is the visual appearance of the outdoor recreation area. Graf also suggested allowing the outdoor recreation with no alcohol consumption outdoors. Graf Was concerned about the visual appearance of an orange poly fence as a walkway from the bar to the recreation area. Graf was concerned about the ability of Gordies' staff to police the area relative to alcohol consumption. The City Planner noted that the CUP Amendment is relative to outdoor recreation and that the issue of liquor consumption within that recreation area is a separate issue, but one that must meet State Statutes. The State Statutes requires that the outdoor consumption area be contiguous to the building and that is why the walkway connecting the building to the outdoor area is being proposed. Flannagan indicated that he has seen people other than Kim Cossack bringing coolers with alcoholic beverages into outdoor recreation area. Flannagan also expressed concern with the noise from the recreation area, especially the foul language. He again reported that he has called the bar relative to the outdoor recreation going past 10 p.m. Torkelson stated that his concern is relative to the noise levels and asked if the City has ever done decibel readings. He pointed out that the property is zoned conunercial. The City Administrator reported that the City has borrowed a decibel meter from the PCA and has done readings in certain situations in the past. Rocky Waite noted that Gordies' existed prior to Fleur Royale and also pointed out that Fleur Royale only has a 10 foot setback on the sideyard abutting Gordies'. He suggested that Fleur Royale put up some screening along their property line, and felt that the addition of some more trees will help stop the noise. There was no one else presenting wishing to comment on this matter. Upon motion by Keis, seconded by Fischer, the public hearing was closed. Keis suggested that Gordies' reduce the number of days for outdoor recreation to Monday tluough Thursday, plus the 6 weekend tournaments 9
