MINUTES
PARKS & RECREATION COMMISSION
MAY 7, 2015
30 AND 56
LITTLE
CANADA
ROAD EAST
CANADIAN
DAYS
PARKING
& HORSESHOE
PIT
RELOCATION
CENTERVILLE
ROAD
IMPROVEMENT
would continue to work with Culvers on the refreshments. The ice cream
social will be held on Thursday, July 30th, in Spooner Park from 6:30 p.m. to
8 p.m.
The Director reported that the City is in the process of finalizing the purchase
agreement for the City's acquisition of 56 Little Canada Road East. He also
reported that a family member has indicated that the owner of 30 Little
Canada Road is now interested in selling this property to the City. The
Director reported that the City Council will be acting on hiring an appraiser
to determine the value of 30 Little Canada Road so that negotiations can start
with the property owner.
It was noted that if both 30 and 56 Little Canada Road East are acquired by
the City for park purposes, there will be two single-family homes remaining
on Round Lake between the Veteran's Memorial and the railroad crossing.
The Director reported that after the workshop with the Council and Canadian
Days, he and the Park Consultant and Park staff inspected the existing
horseshoe pits in Spooner Park and identified some potential new locations.
The Director felt it beneficial to keep the horseshoe pits somewhere near
the upper park shelter as they are typically used by people renting that
shelter. The Director indicated that the horseshoe pits will be relocated
before this year's Canadian Days Celebration to free up this area for the
Committee. He also noted that there is some damage to the concrete at the
existing horseshoe pits, so relocation and replacement is timely.
Vang asked if it would be beneficial to place the horseshoe pits near the
bocce ball courts. The Director did not think so and noted it is the people
renting the upper park shelter that most heavily use the horseshoe pits.
Maida asked if there would be value in adding a third horseshoe pit. The
Director felt that two was adequate to serve the demand.
The Director reported that it appears that the Centerville Road improvement
will be a 2016 project for a number of reasons, including the timing of
getting the project out for bid.
The Commission reviewed the infiltration/rate control pond that is being
proposed in conjunction with this project. The City Engineer is proposing
that the pond be located in the northwest corner of Pioneer Park and will
result in the loss of the majority of the wooded area in that corner. Sanders
noted the aesthetic impact of locating the pond in this area and suggested that
alternative designs that are more aesthetically pleasing be explored.
3
