MINUTES
PARKS & RECREATION COMMISSION
MAY7,2015
EAGLE SCOUT
PROJECT
The Director expressed his concern with the location of this pond as it takes
out most of the wooded area. He noted the City Engineer has indicated that a
pond is needed because of the road improvement to meet Watershed
requirements, and that the proposed pond would not hold much water. The
Director suggested that there may be other alternatives such as locating this
pond on the other side of Centerville Road.
Sanders pointed out that the soils in Pioneer Park are heavy wet clay;
therefore, he did not feel these soils would lend themselves for an infiltration
area.
The Director suggested that he discuss alternatives with the City Engineer
and perhaps invite him to a Commission meeting to discuss the project
ponding needs and explore other options.
Vang stated that he would like to explore other options. Vang indicated that
if the pond must go in the location proposed, he would like to see something
more aesthetically pleasing noting that the proposal calls for a lot of woods
to be taken out.
Cory Huot appeared before the Commission and reported that he is working
on his Eagle project and is proposing the concept of erecting a shade canopy
or sun shade over the picnic table area at Veterans Memorial Park. He
presented some concepts for the Commission's review. One involves a roof
over the picnic table area and the other a lattice structure. There are two
options for the lattice structure, one that would be an open lattice and the
other with a material over the lattice that would provide more sun screening.
Darling indicated that her initial reaction was that this structure would block
visibility into the park site, but after looking at the area this evening, she felt
it would be appropriate. Darling stated that she felt a roof structure would be
too heavy in appearance and preferred the lattice or pergola that Huot
described.
Miller asked if the supporting posts would be outside the paver area. Huot
replied that they would be. Maida asked if consideration had been given to
using recycled materials to minimize the amount of future maintenance that
the City would have to do. Huot reported that the recycled materials would
be too costly, and indicated that he would use treated lumber. Huot
estimated the cost of the project at about $1,500 for materials. Miller asked
the height, with Huot responding that it would be 8 feet in height. Miller
stated that the addition of the shade structure may bring more attention to the
picnic table area and may result in it being used more.
Sanders asked about project timing. Huot indicated that he would like to do
the construction in July at the earliest, but likely August or September. Huot
4
