MINUTES
PARKS & RECREATION COMMISSION
MAY 7, 2015
reported that he would be assisted by fellow troop members, friends, and
family in constructing the project.
Maida suggested that if the entire structure could not be recycled materials,
perhaps at least a portion of it could. Sanders indicated that the recycled
materials are heavy and difficult to work with. Maida indicated his concern
for increased maintenance for the City in coming years. Huot again
indicated that he would use treated lumber.
Miller asked if Huot wanted the City to help pay for the cost of materials.
Huot asked if the City would pay for all the materials so that he would not
have to fundraise for this project. Huot asked if the City would give him a
check and indicated that he would then purchase the materials.
Fahey asked if the Boy Scouts had any requirement that the Eagle Scout
candidate fund their own project. Huot stated that the project could be
funded totally by the beneficiary or the Scout could fundraise. Craig Miller,
Scout Leader, indicated that the project can be paid for totally by the
beneficiary, the Scout could fundraise, or it could be a combination of the
two. Sullivan asked if an organization such as the Little Canada Recreation
Association (LCRA) would fund a project like this. The Director indicated
that he could not speak for LCRA, and suggested that Huot ask LCRA. The
Director pointed out that there are no funds set aside in the City's budget for
projects such as this and suggested that if the City were to fund it, that would
require Council approval. Huot indicated that if he has to fundraise, then
there is paperwork that he has to fill out and submit to the Boy Scout
Council. Craig Miller indicated that Huot could fill out the fundraising
paperwork and submit it. If the City or another organization then decides to
fund the project, that paperwork could be withdrawn.
Vang indicated that he likes the idea of providing shade at the picnic table
area, but stated that he was not ready to commit to the project this evening.
Vang suggested that perhaps a shade structure over a bigger area where more
people would benefit was preferable. Maida suggested that a broader look at
the park may be necessary and suggested that perhaps another picnic table
area at the other end of the park was something to consider. Maida asked if
Huot was considering any other projects. Huot indicated that he had not.
Fahey felt that an open lattice structure would not be intrusive in the area.
She indicated that she liked the idea and preferred the open lattice concept.
Maida asked if another picnic table at the opposite end of the park was
something that should be considered. Sanders suggested that perhaps the
whole park area should be looked at to determine what elements are
desirable for the park. Sanders suggested that the Commission consider this
and that additional discussion be scheduled at the June meeting.
5
