MINUTES <br />PARKS & RECREATION COMMISSION <br />MAY 7, 2015 <br />Vang suggested that, in the meantime, Huot look at the City's park areas to <br />determine if a shade structure would be more appropriate in another area. <br />Vang pointed out that the Commission has not had much time to consider <br />this proposal. <br />Miller asked if Huot needed to complete the project this year. Huot indicated <br />that he would have to complete the project either this year or next. Miller <br />asked if delaying a decision for a month would negatively impact Huot. <br />Huot reported that it would not. <br />Fahey asked if the project would need Council approval. The City Clerk <br />stated that the expenditure of City funds for this project would need Council <br />approval since it was unbudgeted. <br />Maida suggested that perhaps the City would be willing to fund half the <br />project and Huot should fundraise the other half. <br />Miller asked if the project has the approval of the Veterans Memorial <br />Committee. Sanders reported that the Committee has discussed the project <br />and they felt the Commission should take the lead on it. <br />Sanders suggested that perhaps the Commission should meet with the <br />Veterans Committee to discuss the overall vision for this park area. <br />The Director indicated that it appears the Commission is not ready to make a <br />decision on this proposal this evening both from the standpoint of the project <br />itself as well as the City's funding of the project. Maida suggested that Huot <br />do some more work on the project design and the cost. He also asked that <br />the use of manmade products be considered. Maida felt that that review of <br />the development of the entire park area was needed as well. He suggested <br />that once Huot came back to the Commission with more detail, if the <br />Commission was in support of the project it could ask the Council if they <br />would be willing to provide any funding. <br />Huot stated that he could not put the design together until the Boy Scout <br />District Council approved the project. He stated that he needs a signature on <br />the project from the City to submit to the Boy Scout District. Craig Miller <br />asked for the Commission's signature on the project this evening, and <br />indicated that the final plans for the project would have to be approved by <br />the City. Vang suggested that perhaps another option such as a trail <br />improvement would be preferable. Craig Miller indicated that that would be <br />a completely different project and Huot would have to start over with the <br />Boy Scout District. He asked for concept approval if the Commission likes <br />the project again noting that a final plan would have to be approved by the <br />City. The Director indicated that the Commission must decide whether or <br />not it wants a canopy over the picnic table. <br />
