MINUTES <br />CITY COUNCIL <br />JULY 25, 2007 <br />property owners to put up a storage building than to rely on outdoor <br />storage. <br />Blesener stated that while he would encourage property owners to build <br />accessory buildings and get away from outdoor storage, he also wants <br />decent buildings constructed. Allan suggested that unless there are poor <br />soils that could not support a masonry building, the property owners <br />should be held to the upgraded standards. The Planner noted that the <br />technology has improved, and there are building techniques to defeat the <br />soils issue. Allan noted that those techniques could be very expensive. <br />The Planner noted that another alternative is that there are now building <br />materials that will go over metal buildings that mask the metal siding, i.e. <br />effect, spray on stucco, masonry. The Planner suggested that the City <br />should consider whether this alternative would be acceptable. Allan <br />suggested that the easier the City makes it to construct accessory <br />buildings, the more successful the City will be in decreasing or eliminating <br />outdoor storage. <br />The City Administrator pointed out the metal buildings in Ryan Industrial <br />Park and questioned the practicality of requiring masonry accessory <br />buildings. <br />Blesener asked if requiring upgraded buildings in Ryan Industrial Park <br />defeated the goal of redeveloping the park The City Administrator felt <br />that would depend on how aggressive the Council was in meeting this <br />goal. <br />Allan stated that she supported allowing metal buildings that had EFIS or <br />another type of upgraded exterior. She also supported increasing the size <br />allowed for accessory buildings to 60%. <br />The next recommendation that the Planner reviewed was to require that <br />display vehicles on outdoor sales lots be licensed and operable. He also <br />suggested that the total number of display vehicles be limited to a <br />maximum often. <br />Montour stated that he did not want to lose sight of the long-term vision <br />for redeveloping Ryan Industrial Park. Montour felt that while metal <br />buildings with an EFIS face maybe the short-term answer; it was not the <br />long-term solution. <br />A11an stated that she would like to see all outdoor storage eliminated <br />within ten years. <br />The Planner noted that he has included Major Automobile Repair as a <br />Conditional Use in the I-I District.
