MINUTES <br />CITY COUNCIL <br />JULY 25, 2007 <br />There was additional discussion about the properties without rear yards or <br />corner lots. It was again suggested that some accommodation would have <br />to be made for these properties. Keis suggested that variances could be <br />granted in these cases. <br />The City Administrator noted that these properties in Ryan Industrial Park <br />all have CUP's for outdoor storage. If the ordinance requirements are <br />changed, these properties would be allowed to continue their outdoor <br />storage uses as long as they comply with their approved site plans. <br />Blesener noted that Lee Rossow is interested in renting his large lot for <br />outdoor storage. Allan pointed out that most of the Ryan Industrial Park <br />property owners are not in compliance with the CUP's for outdoor storage. <br />Blesener suggested that rather than focusing on the existing conditions in <br />Ryan Industrial Park, the City should try to come up with the best <br />ordinance it can. <br />The City Administrator suggested that in considering whether outdoor <br />storage should be allowed by IUP rather than CUP, the City should <br />consider what its long term goal is. If the goal is to eliminate outdoor <br />storage entirely or to redevelop Ryan Industrial Park, then the IUP maybe <br />the better tool. However, if the City is not sure, perhaps a CUP with an <br />outdoor storage license would be the better tool. The Administrator <br />pointed out that an NP that expires upon sale of the property could impact <br />property values. <br />Allan felt the goal should be the gradual elimination of outdoor storage <br />and stated that she preferred the IUP. Blesener felt it was not logical to <br />totally eliminate outdoor storage unless the real goal is to redevelop Ryan <br />Industrial Park. The City Administrator agreed, and pointed out that <br />elimination of outdoor storage is likely a tong process. Blesener further <br />noted that it may not be feasible to redevelop Ryan Industrial Park given <br />the soil conditions in the park. <br />Barraclough noted the redevelopment that is occurring along Country <br />Drive north of Ryan Industrial Park. Barraclough pointed out that people <br />are starting to notice the area, and suggested that redevelopment is <br />something to think about. <br />The City Planner suggested that the City could find a developer and work <br />out a redevelopment plan for the area. <br />Allan asked if the IUP or CUP would be the better mechanism if the City <br />is eventually working toward redevelopment. The City Planner replied <br />that the IUP would address the interim period until redevelopment could <br />
