MINUTES <br />CITY COUNCIL <br />MAY 11, 2015 <br />impacted. The Administrator reported that Dave McKenzie of SEH has <br />indicated that the City does not need to implement all of the additional <br />improvements to meet FRA scoring requirements. However, by not <br />making all the improvements at this time, the City runs the risk that should <br />conditions change, the recommended improvements may have to be made <br />to maintain quiet zone status in the future. <br />Keis asked if MN DOT can require the medians be installed. The City <br />Administrator did not think MN DOT had that authority. It was again <br />noted that if the ratings change on the crossings, the City could put the <br />medians in at that time in order to continue quiet zone status. <br />Montour asked the City's out-of-pocket costs for the improvements. The <br />City Administrator indicated that total estimated costs are $1,452,648 with <br />the State providing $1,280,000. If the medians are not put in, the City's <br />out-of-pocket costs would be approximately $110,000. With the medians, <br />the cost increases to about $200,000. Montour pointed out the Governor's <br />program to pay these costs in many communities, and asked if the City <br />should ask for additional funding. The City Administrator stated that in <br />many of these other cities there are 80 trains per day, while there are about <br />10 per day in Little Canada. Therefore, the Administrator felt additional <br />funding to Little Canada was highly unlikely. The Administrator also <br />extended thanks on behalf of the City to Senator Scalze and <br />Representative Isaacson for their help in the funding that Little Canada is <br />receiving from the Legislature. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-5-88 —APPROVING THE GRANT <br />AGREEMENT WITH MN DOT FOR THE CITY OF LITTLE <br />CANADA RAILROAD QUIET ZONE ESTABLISHMENT PROJECT <br />SUBJECT TO ANY MINOR MODIFICATIONS BY THE CITY <br />ATTORNEY AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THIS AGREEMENT ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-5-89 — APPROVING THE AGREEMENT <br />BETWEEN THE CITY AND SOO LINE RAILROAD DBA <br />CANADIAN PACIFIC RAILWAY RELATIVE TO THE <br />13 <br />
