MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />schedule in order to focus on less day-to-day activities and spend time on <br />more hot topic issues. Keis provided an "E" rating indicating that <br />communications are thought out and organized. He noted that he has not <br />seen the Administrator unprepared. Blesener provided an "E" rating and <br />indicated that the Administrator treats all Council Members equally and <br />with respect. Blesener noted that the Administrator's reports are well <br />researched and understandable. He felt the Administrator had a great <br />relationship with the entire Council. Allan provided an "E" rating noting <br />that the Administrator meets and exceeds performance standards in this <br />area. She commended the Administrator on making sure the Council was <br />well prepared. She noted that he is always willing to spend as much time <br />as necessary to keep her informed. Allan stated that on his busiest day he <br />will stop dead in his tracks and answer any inquiries. <br />The next area was Long Range Planning. Montour rated this area at an <br />"E" stating that continuing planning sessions will greatly assist in this <br />area. He believes that the City sometimes loses site of plans once they are <br />established. He would consider developing a "champion" program that <br />would delegate a specific goal item to either staff or a council member. <br />Montour suggested more timely updates on plan project status. He noted <br />that sometimes the issues of the day overshadow the long-range plan. He <br />noted that the Administrator's handling of the McDonald's issue was a <br />good example. Keis provided an "E" rating pointing out goal setting <br />sessions. He noted that as part of redevelopment projects, the <br />Administrator knows who owns what property and who is or is not willing <br />to sell. Blesener provided an "M -Meets Expectations" rating <br />commenting that long range plans are in place more as an understanding <br />than in formal documents. Blesener pointed out that goal setting sessions <br />are held yearly and reviewed quarterly. He noted that long range planning <br />in itself is not a high priority, but all activities are directed at modernizing <br />and cleaning up the City. Allan provided an "E" rating and noted that the <br />Administrator is always in "on-going monitoring" mode. He is always <br />thinking about the future of the City and how our current decisions will <br />effect Little Canada. McGraw provided an "M" rating and noted that he <br />does not have enough background with Long Range Planning to <br />effectively evaluation the Administrator's performance. Blesener noted <br />that he has discussed with the City Administrator that he prefer not to have <br />a goal-setting session in 2008, but would rather meet as a group to review <br />the current goals and prioritize them for completion. He noted the <br />moratoriums that the City current has in place and the need to resolve <br />those zoning issues. Another task he would like to see completed with the <br />City's multiple family housing licensing program. <br />The next area rated was Relationship with Public/Public Relations. Keis <br />rated this area at "E" noting that the Administrator is good at dealing with <br />the public and explaining why things are happening the way they are.
