MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />an "E" rating and noted that the Administrator sets a good example to staff <br />on how to relate and serve the public. He is well respected by our <br />residents and other government agencies and officials. Allan rated this <br />area at "E" feeling that this is an area where the Administrator excels. She <br />noted that feedback from the community is positive because the <br />Administrator fosters an attitude of good will among the City staff. <br />McGraw rated this area at "E" and feels the Administrator has done a <br />commendable job in developing an image of the City as an entity that <br />represents professionalism and service to its residents. This is <br />demonstrated by the employees' display of an attitude of courtesy and <br />understanding under the Adminishator's tutelage. Montour provided an <br />"E" rating and noted that the Administrator's relationship with the public <br />and other organizations makes the City to be perceived as one that every <br />voice can be heard and treated fairly. Montour felt the City needed to <br />"toot" its own horn whenever possible, either in print or on TV. <br />The next area is Intergovernment Relations. Blesener rated this area as <br />"E" noting that the Administrator does an excellent job in all performance <br />standards. Allan rated this area at "E" and indicated that over the last year <br />she has received nothing but praise for the Administrator from school <br />officials, law enforcement, Watershed, and County and State officials. <br />McGraw provided an "E" rating and noted that the Administrator has <br />demonstrated good cooperation with County management in getting <br />crosswalks painted. He was able to get the work done by the County at <br />their prices and save the City money. Montour provided an "E" rating <br />noting that the Administrator has had the opportunity to work with many <br />governmental jurisdictions and is keenly aware of the difficulties in <br />dealing with big government. Keis provided an "M" rating stated that he <br />felt the Administrator did a good job in this area. <br />The next area rated was Professional/Personal Development. Allan <br />provided an "E" rating noting that the Administrator meets and exceeds <br />performance standards in this area. She felt the Administrator was <br />constantly transforming and changing his own job description. She <br />commended him for the numerous jobs that he performs and felt he was an <br />inspiration to everyone around him. McGraw provided an "E" rating and <br />stated that the Administrator appears to use sound management techniques <br />to guide City staff. He suggested that the Administrator take advantage of <br />seminars and classes offered by different agencies and colleges to help <br />him continue to grow professionally and personally. Montour provided an <br />"M" rating stating that the Administrator's management techniques and <br />style are well serviced for his position. He is innovative and thinks <br />outside the box when faced with difficult situations. The Administrator is <br />great at presenting the facts and advising the Council accordingly. He <br />allows the Council to make the final decision. Keis provided an "M" <br />rating and felt he did a good job in this area. Blesener provided an "M" <br />rating and encouraged the Administrator to take advantage of <br />4 <br />
