MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />St. Paul and/or Ramsey County. McGraw noted that the tattoo business is <br />not well regulated and has no educational requirements. McGraw stated <br />that he would like to review St. Paul's and Ramsey County's tattoo parlor <br />regulations. <br />Allan stated that she opposed the Text Amendment as she did not believe <br />allow tattoo parlors in the City's redevelopment area was the best use of <br />the property. <br />Keis noted the prevalence of tattoos, and indicated that he has not heard a <br />lot of issues with tattoo parlors and sanitation. Keis felt that limiting the <br />City to one tattoo parlor license at this time would allow the City to learn <br />this business as it moved forward. <br />Montour asked if the ordinance requires compliance with any State <br />regulations. The Planner indicated that he has referred to County <br />regulations and would add a State regulation reference as well. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-12-321-AMENDING CHAPTER 800 OF <br />THE LITTLE CANADA CITY CODE BY PROVDING FOR THE <br />REGULATION OF TATTOO PARLORS AND SIMILAR <br />ESTABLISHMENTS AS RECOMMENDED BY THE CITY PLANNER <br />AND THE PLANNING COMMISSION WITH THE STIPULATION <br />FOR COMPLIANCE WITH THE SAME REQUIREMENTS AS THE <br />CITY OF ST. PAUL OR RAMSEY COUNTY, WHICHEVER IS MORE <br />STRINGENT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (1) Allan. Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-12-322 -AMENDING CHAPTER 915, <br />PROVIDING FOR TATTOO PARLORS IN THE PLANNED UNIT <br />DEVELOPMENT (PUD) DISTRICT AS RECOMMENDED BY THE <br />CITY PLANNER AND THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (1) Allan.
