MINUTES <br />CITY COUNCIL <br />MARCH 26, 2007 <br />Keis asked if the City had any liability for a coach that might be hurt <br />during while volunteering with the City. The City Administrator indicated <br />that the City would have to be negligent in order to have liability in a <br />situation like this. Typically, if a coach got hurt, his/her own health <br />insurance would cover any costs. <br />The City Administrator stated that due to added costs for program fees, <br />and the recreation program's clean history relative to injuries, staff is <br />recommending against the addition of an accident policy for volunteers at <br />this time. If the coverage became more affordable at some time in the <br />future, staff will bring the issue back to the Council for consideration. <br />Council agreed with that recommendation. <br />RICE STREET/ The City Administrator reviewed his report dated March 22, 2007 relative <br />VIKING DRIVE to creation of a tax increment financing district in the area of Rice Street <br />TIF DISTRICT and Viking Drive. The Administrator noted the possible realignment of <br />Viking Drive and Rice Street as well as redevelopment of the Oasis and <br />McDonalds properties. The TIF District would generate some revenue <br />that could be used to offset land acquisition costs or infrastructure costs <br />associated with the street realignment. The Administrator noted the <br />spreadsheets prepared by Ehlers & Associates which indicate the potential <br />for $62,000 in increment. <br />The Administrator also suggested that if this TIF Dish•ict is created, it <br />could be created in conjunction with another TIF District that may occur <br />in association with the St. Jude Medical project. This way the City would <br />generate some savings in administrative costs. <br />Keis asked if there were any limitations on the number of TIF Districts a <br />City could create. The City Administrator indicated that there are some <br />limitations, but Little Canada is not close to those limits. <br />Blesener noted that there will be City costs associated with the Rice Street <br />Bridge project over Highway 36, and suggested that this increment could <br />be used to help offset some of these costs as well. The consensus of the <br />Council was in favor of creation of the TIF District as outlined by the City <br />Administrator. <br />The Administrator indicated that he will have the Building Official <br />complete the necessary reports on the existing structures that will need to <br />be demolished in conjunction with the Viking Drive realignment. After <br />those reports are completed, the Administrator indicated that he will <br />submit the necessary resolutions for creation of the Districts to the City <br />Council for action. <br />13 <br />
