MINUTES <br />CITY COUNCIL <br />MARCH 26, 2007 <br />Blesener noted that TIF does not capture existing property taxes, but only <br />the new taxes generated by redevelopment. The Administrator agreed, <br />and noted that the goal is to use the new taxes that would not be created <br />but for the redevelopment project, to offset City costs such as <br />infrastructure costs. <br />BOSS ROAD The City Administrator reviewed the City );ngineer's report dated <br />TIMING March 22, 2007 relative to timing issues for the Boss Road improvement <br />ISSUES project. Given the watermain location within the Boss Road right-of--way <br />and separation requirements between watermain and sanitary sewer lines, <br />it is necessary to remove several large trees. In discussing this with the <br />Boss's as well as the neighbor to the north, Diane Hanson, Mrs. Hanson is <br />agreeable to granting an easement to realign the sewer to save as many <br />trees as possible. The Administrator noted that tree removal will still be <br />necessary, but would be delayed until after September 1, 2007 to reduce <br />the threat of spreading or infesting the area with oak wilt. <br />The Administrator also indicated that Mr. Boss would like to take the trees <br />down to save some costs. The Administrator indicated that tree removal <br />work could be eliminated from the contract, subject to Mr. Boss signing a <br />waiver releasing the City of all liability in case of an accident. <br />The Administrator indicated that Mr. Boss would like to start construction <br />on his new home prior to September 152. The Administrator recommended <br />that after the assessment hearing for the Boss Road improvement and <br />entering into a development agreement with Mr. Boss, the City could <br />allow construction on the house to begin before the road improvement is <br />completed. A certificate of occupancy would not be issued until the first <br />Lift of asphalt is on the street. <br />The Council concurred with that recommendation. <br />OASIS The City Administrator reported that he has not been able to finalize <br />PROPERTY the details of the Oasis property acquisition in light of some difficulties <br />that Oasis is having in getting the property released from their mortgage. <br />The Administrator reported that he has offered Oasis his assistance in <br />working with the mortgage company to obtain the release. Finalization of <br />this property acquisition is crucial to the Viking Drive realignment and the <br />McDonalds redevelopment. <br />CITY CENTER The City Administrator reviewed his report dated March 22, 2007 <br />14 <br />
