MINUTES
CITY COUNCIL
MARCH 26, 2007
VOYAGEUR License at 200 Ryan Drive, Voyageur Motors. Blesener noted that the
MOTORS City Planner and the Planning Commission recommended denial of the
request for outdoor storage, while recommending approval of motor
vehicle repair subject to there being no outdoor storage or display of
vehicles for sale or repair at the site or any outdoor storage whatsoever,
and subject to there being no vehicle painting at the site. Blesener also
noted that at the Planning Commission meeting, the applicant withdrew
their request for outdoor storage.
Bob Eddy, Operations Manager for Voyageur Motors, reported that they
planned to run a business similar to what the former owner was doing, that
is, Internet-based sales of vehicles. However, in addition, they would like
to repair vehicles that they purchase at auction for resale to the public.
These repairs would be limited to their own vehicles, and Voyageur
Motors would not do vehicle repair for the general public. Eddy indicated
that there would be no outdoor sales of vehicles, and again indicated that
Voyageur Motors is withdrawing their request for outdoor storage. The
plan would be to have two to four vehicles stored inside the building next
to the repair booths.
Allan indicated that there is not enough room in the building to
accommodate both indoor retail sales and auto repair.
Eddy stated that they have a storage facility in Ham Lake where they store
55 to 60 vehicles. Vehicles would be stored in Ham Lake and then moved
to the indoor space at 200 Ryan Drive for customers purchasing vehicles
over the Internet to view or pick up. Allan suggested that the vehicle
repair work be done in Ham Lake where it would appear that there would
be more room to accommodate that activity. Eddy stated that repair work
will be done in Ham Lake as well. They would like to also do repair work
at 200 Ryan Drive to make more use of that site. Eddy noted that the
Ryan Drive space consists of 2,000 square feet.
Keis agreed there was not enough room for both indoor retail sales and
auto repair within the Voyageur space. Eddy presented a schematic
showing the interior space layout which consisted of both a frame
straightening machine and a lift as well as interior storage for three
vehicles.
McGraw stated that it was his understanding from the discussion at the
Planning Commission meeting that mechanical repair was proposed, not
frame straightening body work. McGraw asked if Voyageur was planning
to do both mechanical and body work. Eddy replied that they were.
Blesener felt that the auto repair portion of the business has gone beyond
what was presented to the Planning commission. He felt there was not
