MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />*WITHOUT THE VARIANCE, THE APPLICANT WOULD <br />ENCOUNTER PRACTICAL DIFFICULTIES INPUTTING THE <br />PROPERTY TO REASONABLE USE, SINCE THE BUILDABLE <br />AREAS OFLOT 1 WOULD BE EXTRAORDINARILYNARROW, <br />AND THE SETBACK FROM LABORS WOULD NO LONGER BE <br />CONSISTENT WITH THE PREVAILING SETBACK OF EXISTING <br />STRUCTURES (1010.010 B.); <br />*THE VARIANCE WILL NOT INCREASE THE DENSITY OF THE <br />SUBDIVISION, NOR HAVE ANY NEGATIVE IMPACTS ON <br />ADJOINING PROPERTY (IOIO.OIO.B); <br />*WITH A LONGER CUL-DE-SAC AS DISCUSSED IN THE CITY <br />PLANNER'S NOVEMBER 2, 2007 REPORT, THE APPLICANT CAN <br />REVISE THE HOUSE PAD SPACING, RESULTING IN MORE <br />BUILDING SPACING ALONG THE BLOCK (1010.010 A.); <br />*THE HARDSHIP PRESENT IN THIS CASE IS DUE TO THE <br />PHYSICAL CHARACTER OF THE LAND IN QUESTION, NAMELY, <br />THE NARROW AND DEEP SHAPE OF THE PARCEL THAT <br />INTERFERES WITH ANY OTHER DEVELOPMENT CONCEPT <br />(lO10.010.C.); <br />*THE DENSITY OF THE SUBDIVISION IS SIGNIFICANTLY <br />LOWER THAN THAT OF THE CURROUNDING AREAS, EVEN <br />WITH THE VARIANCE (1010-OIO.B.) <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-11-297 -ADJOURNING AS THE BOARD <br />OFADJUSTMENTS AND APPEAL AND RECONVENING AS THE <br />CITY COUNCIL <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Blesener asked if the front yard for proposed Lot 1 would front on LaBore <br />Road. Benning reported that it would, although the driveway would come <br />off the new street in order to minimize driveways on LaBore Road. The <br />
