MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />City Planner stated that this is not uncommon and it is beneficial to <br />minimize the number of curb cuts onto LaBore Road. <br />Montour asked about the front yard setback for the house that would be <br />constructed on Lot 1. Benning replied that it would match as closely as <br />possible with the front yard setbacks of the existing LaBore Road homes. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Mr. Montour inh•oduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-11-298 -APPROVING THE PRELIMINARY <br />PLAT FOR WHISPERING PINES CONSISTING OF EIGHT (8) <br />SINGLE-FAMILYHOMESAT 685 AND 693 LABORE ROAD <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE CITY PLANNER, CITY ENGINEER, PLANNING <br />COMMISSION AND THE PARKS & RECREATION COMMISSION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />TEXT Mayor Blesener opened the public hearing to consider applications for <br />AMENDMENT a Text Amendment to the Zoning Code increasing the number of massage <br />& PUD therapy businesses allowed in the General Business (B-3) and Planned <br />PERMIT - Unit Development (PUD) Districts fi•om one to two as well as a PUD <br />27 LITTLE Permit for Massage 'Therapy Business at 27 Little Canada Road, Jill <br />CANADA ROAll - Andert, Shawnee Soapmaker and Intuition Massage. Ms. Andert has <br />MASSAGE also made application for a Massage Therapy Business License and <br />THERAPY - Massage Therapist License. It was noted that the City Planner and the <br />JILL ANDERT Planning Commission have recommended approval of the applications. <br />The City Planner reported that the current ordinance allows one massage <br />therapy business by Conditional Use Permit in the B-3 District. That one <br />license has been issued to a business operating in the Edgewater Office <br />Park. The Planner noted that staff is not aware of any problems with this <br />business. The Planner noted that the applicant has made application for a <br />Text Amendment to increase the number of licenses to two as well as <br />include the PUD Zoning Districts. The Planner indicated that this type of <br />business would fit in the location proposed noting that the entire north side <br />of Little Canada Road is commercial uses. <br />
