MINUTES CITY COUNCIL NOVEMBER 28, 2007 Jill Andert reported that she is a natural soap maker as well as a certified massage therapist. Andert stated that she would like to combine both her interests and open a shop in Thunder Bay Plaza. Andert described her soap making process, which is a cold process with soaps being made in small batches. Montour asked why the City has a limit on the number of massage therapy businesses. The City Planner indicated that the Council felt it was appropriate to take one step at a time with massage therapy businesses. He noted that the City has also limited massage therapy businesses to a maximum of three therapists. McGraw noted that Andert indicated at the Planning Commission meeting that she may add a second therapist. However, only one would be working at a time as there is space for only one massage therapy room. Keis asked if the preference was going to add one license at a time in response to requests, or open the licensing up further. It was the consensus of the Council to respond to individual requests to increase massage therapy business licensing. There was no one present from the general public wishing to comment on this matter. Upon motion by Keis, seconded by Blesener, the public hearing was closed. Mr. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2007-11-298 -APPROVING THE TEXT AMENDMENT INCREASING THE TOTAL NUMBER OF MASSAGE THERAPYBUSINESSESALLOWED IN THE GENERAL BUSINESS (B-3) AND PLANNED UNIT DEVELOPMENT DISTRICT (PUD) FROM ONE TO TWO AS RECOMMENDED BY THE CITY PLANNER The foregoing resolution was duly seconded by McGraw. Ayes (4). Nays (0). Resolution declared adopted.
