MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />Jill Andert reported that she is a natural soap maker as well as a certified <br />massage therapist. Andert stated that she would like to combine both her <br />interests and open a shop in Thunder Bay Plaza. Andert described her <br />soap making process, which is a cold process with soaps being made in <br />small batches. <br />Montour asked why the City has a limit on the number of massage therapy <br />businesses. The City Planner indicated that the Council felt it was <br />appropriate to take one step at a time with massage therapy businesses. <br />He noted that the City has also limited massage therapy businesses to a <br />maximum of three therapists. <br />McGraw noted that Andert indicated at the Planning Commission meeting <br />that she may add a second therapist. However, only one would be <br />working at a time as there is space for only one massage therapy room. <br />Keis asked if the preference was going to add one license at a time in <br />response to requests, or open the licensing up further. It was the <br />consensus of the Council to respond to individual requests to increase <br />massage therapy business licensing. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Blesener, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-11-298 -APPROVING THE TEXT <br />AMENDMENT INCREASING THE TOTAL NUMBER OF MASSAGE <br />THERAPYBUSINESSESALLOWED IN THE GENERAL BUSINESS <br />(B-3) AND PLANNED UNIT DEVELOPMENT DISTRICT (PUD) <br />FROM ONE TO TWO AS RECOMMENDED BY THE CITY <br />PLANNER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2007-11-299 - APPROVING A PUD PERMIT <br />FOR JILL ANDERT, DBA SHAWNEE SOAPMAKER AND <br />INTUITION MASSAGE, TO OPERATEA MASSAGE THERAPY <br />6 <br />
