MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />Ryan Buck reported that there would be no retail sales of firearms <br />conducted. He indicated that 3040 LaBore Road would be his home and <br />he does not want people coming and going. Buck indicated that his home <br />occupation of firearms engraving fills a niche in the firearms community. <br />Most of the engraving being done is required to meet ATF requirements. <br />He also does some cosmetic engraving as well. Buck reported that he has <br />a full-time job, and firearms engraving is a part-time business. <br />Blesener asked what parts Buck would stock. Suck replied that the <br />majority of his stock would be receivers. Most of the engraving that is <br />done is on the receiver. <br />McGraw reported that he contacted the ATF and indicated that they gave <br />Buck their vote of confidence. McGraw indicated that he learned that <br />Buck's ATF license allows him to build firearms fiom scratch. McGraw <br />asked if Buck worked on automatic weapons. <br />Buck replied that he has a manufacturer's license with the ATF. He also <br />indicated that he does engrave automatic weapons. <br />McGraw noted that the ATF requires engraving on guns where the barrel <br />has been shortened. Buck reported that he does not shorten gun barrels, <br />that is done by someone holding a commercial license. He indicated that <br />guns can be engraved with the required information prior to the barrel <br />being shortened, which Buck indicated he will do. Some of the required <br />engravings in this case are the name of manufacturer, the city in which the <br />manufacturer is located, etc. <br />McGraw asked how much of Buck's business is cosmetic. Buck estimated <br />35% to 40%. He also noted that he does not receive the entire gun, just <br />the parts to be engraved such as the receiver. <br />McGraw asked if Buck advertised at gun shows. Buck reported that he <br />did not, and indicated that he does not target local business. He uses the <br />Internet as well as word of mouth for advertising. <br />McGraw asked how often Buck's records are audited. Buck reported that <br />his business is subject to random audits, and indicated that they usually <br />occur every three years. He is also required to submit annual reports. <br />Buck further noted that he has been in this business since July of 2006 and <br />bought the equipment from someone. No alterations will be needed to the <br />home in order to operate this business. Buck reported that the engraving <br />equipment is small enough that it can be moved by one person. <br />
