MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2007 <br />property, as an example, and could not work at their regular job, the <br />Workers' Compensation insurance would provide them some coverage. <br />The Administrator indicated that staff would like some additional time to <br />research coverage options for volunteers. It is thought that there may be <br />options for obtaining accident coverage for certified volunteer coaches. <br />The Administrator noted that the recreation program is between seasons at <br />this time, providing an opportunity to do some additional research. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-2-51-APPROVING THE ADDITION OF <br />THE CITY OF LITTLE CANADA PLANNING COMMISSIONAND <br />PARKS & RECREATION COMMISSION MEMBERS TO ITS <br />WORKERS' COMPENSATION COVERAGE PROVIDED THROUGH <br />THE LEAGUE OF MINNESOTA CITIES PURSUANT TO <br />MINNESOTA STATUTES 176.011, SUBD. 9, CLAUSE 6 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ORGANIZED The City Administrator reviewed his report dated February 16, 2007 <br />COLLECTION relative to tipping fee adjustments that are part of the Organized <br />TIPPING Collection Contract. The Administrator noted the increases are the result <br />FEES of the sale of the Refuse Derived Fuel Faoility in Newport to another <br />entity and subsequent negotiations with Ramsey County. <br />The Administrator noted that the City recently completed its Organized <br />Collection Contract negotiations with the haulers and obtained the lowest <br />rate available. Given that the haulers have no control over tipping fees, <br />the contract provided that should tipping fees increase or decrease, then <br />corresponding adjustments in the rates will occm•. As a result, the rates <br />charged to residents under the contract will adjust to reflect the increases <br />in the tipping fees that were negotiated with the County. The first <br />adjustment will occur in July of this year and then the beginning of each <br />year thereafter through 2012. It is the County's expectation that the <br />increased tipping fees for 2009 and beyond will be offset by reductions in <br />the tax rate applied to solid waste. <br />13 <br />
