The City Planner and the Planning Commission have <br />DRIVE - recommended approval subject to compliance with the recommendations <br />HOM FURNITURE of the City Planner as outlined in his June 7, 2007 report with modification <br />of the rezoning ordinance to require that the anchor tenant occupy a <br />minimum of 40% of the building space and subject to Hom Furniture <br />submitting an interim signage plan prior to tonight's meeting. <br />The City Planner reviewed his June 7ln report relative to the PUD <br />Rezoning, and noted that the proposed rezoning ordinance includes a list <br />of retail uses that would be allowed under the PUD. These uses are <br />typical of B-3 District uses, but are primarily lower volume retail uses. <br />The Planner noted that the Planning Commission recommended that the <br />proposed PUD District be modified to require that the anchor tenant would <br />occupy at least 40% of the floor area of the building. This <br />recommendation was made to ensure one primary tenant in addition to the <br />smaller tenants. The Planner indicated that Hom Furniture has indicated <br />that their financing people have expressed concerns with this requirement <br />and its impact on long term financing for the property. <br />The Planner then reviewed his June 22, 2007 report relative to additional <br />information provided by Hom Furniture relative to signage. The Planner <br />indicated that Hom is interested in two categories of signage. The first is <br />for interim signage during their move-in and remodel phase of the project. <br />Hom anticipates this phase will continue for a year, while the site is being <br />remodeled. Interim signage and sign materials would be used. Once the <br />remodeling is completed, permanent signage consisting of the proper <br />materials would be installed. <br />The second category of signage relates to temporary signage, and Hom is <br />requesting to exceed the City's restrictions on temporary signage relative <br />to number and size. The Planner noted that Hom is requesting the <br />following: <br />1. Search Lights - 30 days cumulative for all tenants per year <br />maximum. <br />2. Tents - 30 days cumulative for all tenants per year <br />maximum. <br />3. Truck Load Sales - 30 days cumulative for all tenants per <br />year maximum. <br />4. Seasonal Outdoor Displays -April 15`n to September 30`n <br />5. Temporary Signs - 108 square feet given building is set so <br />far from the highway that 36 square feet can't be seen from <br />most parts of the building. <br />
