MINUTES
CITY COUNCIL
JUNE 27, 2007
The Planner suggested that the request relative to Seasonal Outdoor
Displays and Truck Load Sales could be handled under the City's
licensing requirements for Temporary Outdoor Sales/Displays.
Allan asked if search lights were allowed under the Code. The City
Administrator reported that search lights are allowed for a five day time
period by temporary sign permit. McGraw expressed concern with the
cumulative effect of multiple tenants having temporary signage.
Wayne Johansen, Hom Furniture, indicated that they are looking for 30
days cumulative for each category of temporary signage for all tenants.
Montour asked for further explanation about the 40% anchor tenant
occupancy issue. Johansen stated that the financial people are concerned
about the impact of this requirement on the long-term use and flexibility
for this property. Blesener noted that the PUD would stay in effect on this
property, and pointed out that the requirement is for one major tenant
(40%) in the building. Blesener was concerned about the numerous
changes that Hom was requesting, pointing out that the City is being asked
to change the Code for Hom with few concessions being made on Hom's
part.
Johansen stated that Hom is trying to protect its position relative to future
use of the property.
Blesener indicated that he would be willing to include the existing signage
code into the PUD Agreement for this property.
The City Adminishator summarized the City's temporary signage code:
Search lights -allowed for a maximum of 5 days as part of a
temporary sign permit;
Multi-tenant buildings - no more than 2 tenants may possess a
temporary sign permit at any given time;
Temporary Signs - no more than 4 permits in a calendar year, or a
total of 120 days in a calendar year, with no more than 60 days to
be used for non-banner temporary signage per business and/or
tenant.
Allan asked about the seasonal outdoor displays. Johansen indicated that
Hom would like to have a small area of seasonal patio furniture display.
The Planner indicated that a site plan should be submitted showing the
size and location of this display area.
