MINUTES <br />CITY COUNCIL <br />JUNE 27, 2007 <br />Allan noted that the PUD ordinance lists several potentially allowed uses, <br />and asked about outdoor displays for these various retail establishments. <br />Blesener suggested that the site plan would show the size and location of <br />the outdoor display area, and this is the area that would be limited to that <br />type of use. The Planner again indicated the need for a site plan <br />indicating size and location. He noted that the City would want to ensure <br />that there is no disruption to traffic on site and minimum loss of parking <br />area. <br />The City Administrator indicated that the truck load sales and seasonal <br />outdoor displays would be subject to the City's Temporary Outdoor Sales <br />and Displays Permits. Businesses are limited to two permits per year with <br />each permit to be for up to a two-week consecutive period. The City <br />Administrator indicated that these specific regulations can be written into <br />the PUD Agreement for this property. <br />Blesener asked about the 40% anchor tenant requirement recommended by <br />the Planning Commission. The City Planner indicated that the intent was <br />to ensure that there was one large tenant and that the property would not <br />end up being amulti-tenant mall. Allan agreed that this would be a <br />concern without the anchor tenant requirement. The City Administrator <br />noted that the 40% requirement is not specific to Hom Fw•niture. The <br />requirement is for an anchor tenant to occupy a minimum of 40% of the <br />space. He indicated that once adopted, the PUD Agreement would have to <br />be amended to change this requirement. <br />Johansen stated that his concern was that the requirement was specific to <br />Hom Furniture. The City Planner indicated that it was not, and relates to <br />any anchor tenant that would meet the PUD requirements. <br />Johansen stated that this should not be a concern for the bank, but <br />suggested that the lower the percentage the better. Johansen suggested <br />35% rather than 40%. He indicated that Hom Furniture's intention right <br />now is to occupy over 50% of the building space. Council was agreeable <br />to reducing the percentage to 35% as requested by Johansen. <br />Johansen requested that the Council increase the size of the temporary <br />signage that they would be allowed to 108 square feet given the distance <br />that the building is from the freeway. Johansen indicated that the 32 foot <br />maximum under the City's Code would not be visible. Johansen also <br />pointed out the need for leasing signage. <br />The City Planner indicated that leasing signage is regulated under a <br />separate section of the Code, not the temporary sign code. <br />4 <br />
