MINUTES <br />CITY COUNCIL <br />JUNE 27, 2007 <br />Blesener asked the size of the temporary signage that Hom uses on its <br />Roseville store. Johansen indicated that they have never used temporary <br />signage at the Roseville location. Johansen pointed out that Hom will <br />have to live with whatever terms are written into the PUD Agreement, and <br />he was trying to negotiate terms for the long-term use of the property by <br />both Hom as well as its tenants. <br />Blesener was concerned that with 8 tenants, there would be temporary <br />signage up all year round. Johansen indicated that they are planning to <br />have 6 tenants at the maximum. The City Administrator pointed out that <br />the Code allows temporary signage for a maximum of 120 days per year. <br />He also noted that temporary signs cannot exceed 32 square feet in size, <br />with banners at a 36 square foot maximum, and lighter-than-air balloons at <br />35 square feet. <br />Allan indicated that she was not interested in changing the City's sign <br />ordinance. Montour agreed pointing out the struggle that the Council has <br />had with banners and temporary signs. <br />Johansen again pointed out the life-long impact that the PUD Agreement <br />will have on the property. <br />Blesener indicated that he is in support of the rezoning to PUD, a 35% <br />anchor tenant minimum, allowing interim signage for a period of one year <br />as proposed by Hom Furniture. Blesener also stated that he supported <br />compliance with the City's current code requirements for temporary <br />signage including search lights, tent and truck load sales, and seasonal <br />outdoor displays. It was indicated that the one year period for interim <br />signage would begin September 1, 2007. <br />The City Planner stated that a final site plan will be required to identify the <br />size and location of the outdoor display area. <br />McGraw noted that Hom's application materials indicate that refreshments <br />or a coffee cart will be utilized. Johansen indicated that they would have a <br />small sandwich/cookie/coffee shop inside the Hom store. <br />The City Clerk indicated that the property owner has requested that should <br />the rezoning be approved, publication of the rezoning ordinance not occur <br />until the Hom Furniture entity closes on the property. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />
