MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />look to the future and provide for road connections to the adjacent <br />undeveloped properties. Keis stated that he respects all the opinions that <br />have been voiced throughout this process. While he may not agree with <br />all the opinions, Keis indicated that he appreciated the input. <br />Blesener noted that the City must look toward the future and consider <br />what is best for both the Richie property and the surrounding properties. <br />Blesener pointed out past actions of the City when street access was not <br />provided because property owners indicated that they would never <br />develop. He specifically noted the Melancon property and the now <br />pending development of that land. Blesener felt that the City would be <br />short-sighted in not providing for the future development of the properties <br />adjacent to the Richie land. Blesener felt the Richie development was a <br />proper development and that the Variance was justified. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-10-276 - APPROVING A VARIANCE <br />FROM THE SUBDIVISION CODE ALLOWING ACUL-DE-SAC <br />LENGTH OF I,O50 FEET FOR THE RICHIE PLACE CUL-DE-SAC <br />AND ADOPTING THE FINDINGS OF FACT RELATIVE TO THIS <br />VARIANCE AS PRESENTED BY THE CITY PLANNER <br />Findings of Fact for Approval <br />Cul-de-Sac Length Variance <br />Richie Place <br />Little Canada, Minnesota <br />1. Richie Place is a proposed plat of single family lots, all of which <br />meet the zoning ordinance regulations for area, width, and <br />other applicable zoning standards. <br />2. The proposed platted area is guided by the Comprehensive <br />Plan for low density residential uses. <br />3. The proposed Richie Place plat is consistent with the land use <br />plan. <br />4. Each of the proposed lots exhibits a buildable area consistent <br />with the zoning requirements for single family homes. <br />5. The proposed plat complies with all requirements of the City's <br />ordinances, and was recommended for approval by the <br />Planning Commission, with the conditions as follows: <br />20 <br />
