MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />proposed pond. Johnson reported that grade con•ections will be done so <br />that water will drain into the pond He also noted that storm sewer will be <br />installed as will curb and gutter. <br />McGraw asked about the impact of the grading on existing trees. McGraw <br />stated that he was concerned that grading on the Richie property will <br />damage the root systems of trees on adjacent properties. Johnson stated <br />that they will be doing a tree inventory, and could locate additional trees <br />on the Quam property, if Mr. Quam will allow them to do so. This <br />inventory will identify trees that must be saved and help identify grade <br />limits. <br />Keis asked if the lot areas will be clear cut. He also asked that the <br />developer save as many trees as possible. Johnson again indicated that a <br />tree inventory will be done and the developer will save as many trees as <br />possible. If necessary, retaining walls could be added to help save trees. <br />Johnson pointed out that it is to the benefit of the developer to save as <br />many trees as possible as this makes the lots more valuable. <br />The City Attorney noted that the Public Hearing on the Preliminary Plat <br />for Richie Place was closed at the September 26"' Council meeting. <br />Tom Roycraft indicated that whatever action the Council takes with regard <br />to this plat is a vote for the future. Roycraft felt that to allow a cul-de-sac <br />over 1,000 feet in length would be opening up a Pandora's box. Roycraft <br />also expressed concern on whether or• not the developer had the financial <br />wherewithal to see this development through to completion. Blesener <br />noted that the City will require a letter of credit to ensure that <br />infrastructure improvements are completed and put in to meet City <br />standards. <br />John Gores asked if the stub street to the east would be paved. Montour <br />replied that it would likely stay as a grass area. Gores stated that he would <br />like to see the engineering that has been done for the drainage, noting that <br />the ravine area runs across his property. The City Administrator indicated <br />that the City Engineer can furnish the Gores with the data that it has at this <br />point. He noted that this information will likely be revised as the project <br />moves to Final Plat. <br />Gores indicated that he wanted all comments that he has made at previous <br />meetings of the Planning Commission and the City Council relative to <br />Richie Place incorporated into the record. <br />Quam felt that the Preliminary Plat as proposed would change the feel of <br />the area. He did not believe the density was right for this environmentally <br />24 <br />
