MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />sensitive area, and encouraged the Council to deny the plat. Blesener <br />noted that the lots as proposed meet the City's Code requirements. <br />Quam indicated that if current Watershed models are not working, it is up <br />to the people in the area to try to force the issue. Quam felt that this was <br />the situation with this proposed plat. <br />Allan asked if the developer would consider reducing the lot density. <br />Kalla replied that the developer is not prepared to reduce the number of <br />lots. He noted that these are difficult times for developers, and the <br />reduction of even one lot has a significant financial impact. <br />Allan stated that she would like to see the density reduced, however, noted <br />that the plat meets the City's Code requirements. <br />Allan stated that it was her understanding that the artifacts that Mr. <br />Himmelbach has mentioned at previous meetings are lost. Mr. <br />Himmelbach stated that they are not lost; he just does not know exactly <br />where they are. Mrs. Gores reported that she has contacted the Minnesota <br />Historical Society relative to the artifacts, but they have not returned her <br />call. She suggested that the City contact them. <br />Keis indicated that he was not happy with the density of the development, <br />but agreed with Council Member Allan that the development meets City <br />Code requirements. Keis indicated that the Council has been in <br />discussions about changing the Code for future developments, but at this <br />point must measure the project against the Code that is currently in place. <br />McCnaw that density is an issue and urged the developer to work to save <br />as many trees as possible. He also asked that the developer be extremely <br />careful and not damage any of the trees on adjacent properties. <br />Mr. Montour introduced the following resolution and moved its adoption <br />RESOL UTION NO. 2007-10-278 -APPROVING THE PRELIMINARY <br />PLAT FOR RICHIE PLACE CONSISTING OF SIXTEEN (16) LOTS, <br />THIRTEEN (13) OF WHICH ARE LOCATED IN LITTLE CANADA, <br />AND ADOPTING THE FINDINGS OF FACT RELATIVE TO THE <br />APPROVAL OF THIS PRELIMINARYPLAT AS STATED BELOW, <br />AND FURTHER SUBJECT TO: <br />*COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER AS OUTLINED IN HIS REPORT DATED SEPTEMBER 7, <br />2007; <br />*SUBJECT TO THE COOPERATION OF MR. DAVID <br />HIMMELBACH WITH THE MINNESOTA HISTORICAL SOCIETY <br />ON THE ISSUE OFARTIFACTS IN THIS AREA; <br />25 <br />
