MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />meet the City's code requirements, thus negating the need for building <br />materials variance. <br />Allan asked how the outdoor storage area would be screened. Chris <br />Groholski, Precision Tree, reported their plans to install an 8-foot high <br />cedar fence along the property line. She indicated that they would first <br />like to construct the building addition. Once additional funds are <br />available, they would construct the fence. Groholski indicated that the <br />outdoor storage area itself would be fenced with a chain link fence. <br />The City Planner reported that screening is required of the outdoor storage <br />area. He indicated that chain-link with slats is not an appropriate <br />screening material. The Planner indicated that the Code requires wood <br />fencing, masom•y, or landscaping as screening. Groholski indicated that <br />the outdoor storage area would be screened with cedar fencing. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-10-269 - APPROVING A VARIANCE <br />ALLOWING PRECISION TREE TO RELOCATE THEIR OUTDOOR <br />STORAGEAREA CONSISTING OF 3,750 SQUARE FEET TO THE <br />SOUTH END OF THE NEW BUILDING ADDITIONSUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER AS OUTLINED IN HIS OCTOBER 5, 2007 REPORT <br />BASED ON THE FOLLOWING FINDINGS OF FACT: <br />1. The applicant has complied with the submission requirements <br />of the zoning ordinance for requesting a variance to the size of <br />outdoor storage. <br />2. The Zoning Ordinance provides for the approval of variances <br />as follows in Zoning Ordinance Section 922.O10.C.2: <br />A variance from the terms of this Ordinance shall not be <br />granted unless it can be demonstrated that: <br />a. Special conditions and circumstances exist which are <br />peculiar to the land, structure, or building involved. <br />(1) Special conditions may include exceptional <br />topographic or water conditions or, in the case of an <br />
