MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />CUP FOR <br />INDOOR <br />AUTO SALES - <br />209 RYAN <br />DRIVE - <br />STANKE <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2007-IO-273 - ADJOURNING AS THE BOARD <br />OF ADJUSTMENTS & APPEALS AND RECON-~ENING AS THE <br />CITY COUNCIL <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener opened the Public Hearing to consider a Conditional <br />Use Permit allowing Retail Vehicle Sales (Indoor Only) at 209 Ryan <br />Drive as requested by Roger Stanke. He noted that both the City <br />Planner and the Planning Commission have recommended approval. <br />The City Planner reported that a Conditional Use Permit is required for <br />indoor motor vehicles sales in the I-1 Zoning District, which he pointed <br />out is distinguished from retail sales lots. Under the indoor sales license, <br />all vehicles must be stored inside. The Planner noted that the Stanke <br />building at 209 Ryan Drive is divided into three units. The CUP for the <br />indoor sales license would apply to the middle section of the building. He <br />noted that the plan submitted by the applicant shows the ability to store <br />eight vehicles inside. <br />The Planner noted a recent application for a CUP for indoor sales was <br />denied by the Council given that the applicant was also seeking a license <br />for motor vehicle repair. The Planner noted that the leased location was <br />not large enough to accommodate both indoor storage of vehicles for sale <br />as well as vehicles to be repaired. <br />Roger Stanke reported that vehicle sales will be by appointment only. All <br />vehicles will be stored indoors, there will be no outdoor storage. <br />It was pointed out that while the Code limits the number of retail sales <br />lots, there is no limit on the number of indoor vehicle sales licenses. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />
