MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2007 <br />Planner suggested that a 28 foot pavement would be typical for a road of <br />this nature. <br />Hanson asked how the improvements would be assessed. Knudsen replied <br />that adjacent properties are typically assessed. However, the assessment <br />will be determined by the Council and will depend on the extent of the <br />improvement. <br />Mary Ann O'Kane, LaBore Avenue, noted that the neighborhood loves its <br />dead end streets and indicated that she opposed Boss Road being improved <br />through to LaBore Avenue. The Planner again indicated that this is an issue <br />that will be considered by the Council at the improvement hearing, January <br />23`d, 8:00 p.m. <br />Dick Boss, 57 East Bryan Street, indicated that he would like to convey a <br />lot to his son, and that is the reason for the proposed property division. <br />Boss indicated that they can look at the setback issue raised by Mrs. <br />Berggren to see if there are some adjustments that can be made. However, <br />the area is very tight. Boss indicated that, at a minimum, they would plant <br />some screening materials in this area to create a buffer. <br />Berggren again suggested the adjustment of the proposed south lot line and <br />relocation of the hockey rink. Boss indicated that the lot line is proposed <br />where it is in order to allow for the potential of another lot some time in the <br />future. <br />Dick Boss commented about the improvement of Boss Road, and indicated <br />that their preference is that Boss Road end in a cul-de-sac at the driveway <br />for the new house. Boss also felt that a 28 foot wide road was too wide for <br />a road that would serve two lots at a maximum. Boss indicated that the City <br />has indicated that consideration may be given fora 24 foot wide road; but, <br />again, Boss felt that was still too wide. Boss indicated that they were <br />opposed to Boss Road being improved through to LaBore Avenue. He <br />indicated that they want a minimal road to serve the Jim Boss proposed lot. <br />He indicated that if Boss Road is ended in a cul-de-sac at the Jim Boss <br />driveway, there would be no assessment of the Hanson property for this <br />improvement. <br />Knudsen noted that the Planning Commission's role this evening is to <br />consider the property division and not the road imprrovement. However, it <br />appears that there is no compelling reason to put Boss Road through to <br />LaBore Avenue given there is no additional developable property. Knudsen <br />felt that if Jim Boss and the neighbors can work out a solution to the house <br />setback issue, that would be good. However, the house as proposed would <br />meet the City's setback requirements. <br />-4- <br />
