MINUTES <br />PLANNING COMMISSION <br />MARCH 8, 2007 <br />Mr. Eddy reported that the auto repair would include typical part <br />replacement and minor mechanical repairs. There would be no painting <br />done at the site. Painting work would be contracted out. Eddy indicated <br />that the only change to the building would be the installation of a floor lift. <br />Duray asked if all vehicle storage would occur inside. Eddy replied that it <br />would. Duray noted that no vehicles or vehicle parts would be allowed <br />outside. Eddy indicated that there is room inside the building for all <br />vehicles waiting to be repaired or waiting to be sold. <br />The layout of the interior of the building was described, and it was noted <br />that the space consists of approximately 2,000 square feet. <br />Knudsen asked if damaged vehicles would be stored at the Ham Lake site. <br />Eddy replied that the Ham Lake site will be used for storage. He noted that <br />the sales license is in Little Canada, the office is in Little Canada, therefore, <br />they would like to do repairs in Little Canada as well. <br />Knudsen asked if the Ham Lake site could be used for repairs should Little <br />Canada not amend the CUP. Eddy indicated that without the repair license, <br />it would not be feasible for them to operate their business in Little Canada, <br />and they would give up their lease for 200 Ryan Drive. Eddy stated that <br />they like the Little Canada location, the office space, and the fact that they <br />can store 6 to 7 vehicles in the building. <br />Duray asked about fencing the property. Eddy replied that they had no <br />plans to install fencing. He noted that in reviewing the City Planner's <br />report relative to outdoor storage and the screening requirements, they <br />decided to abandon the outdoor storage proposal. Eddy noted that their <br />I-Iam Lake site is fenced and has the proper zoning for outdoor storage. <br />Knudsen asked the Planner for his recommendation based on the <br />withdrawal of the request for outdoor storage. The City Planner indicated <br />that the primary concern was the outdoor storage. He indicated that if <br />everything is stored indoors, he would have much less objection to the auto <br />repair license request. <br />Eddy reported that there is a lot of room inside the building for storing <br />vehicles and parts. Duray noted that only indoor repair of vehicles would <br />be considered. Knudsen also acknowledged Eddy's statement that there <br />would be no painting of vehicles at the 200 Ryan Drive Site. Eddy replied <br />that that was correct. <br />The City Planner noted that the retail auto sales license held by Voyageur is <br />for indoor sales only. The City has a limitation on the number of retail auto <br />sales licenses that allow outdoor sales, and that limit has been met. Eddy <br />-2- <br />
