MINUTES
PLANNING COMMISSION
JUNE 14, 2007
time the house will be resided to match the new garage. French also
reported that he will be move the garage doors for the attached garage and
reside that portion of the house so that it is not evident that a garage ever
existed in that location. French described the driveway modifications he is
proposing, noting that the driveway in front of the attached garage will be
removed. The driveway will cross the front yard and wind around the
house on the north side to access the new garage in the back.
Knudsen stated that the concern he has is with the amount of driveway area,
and suggested that the driveway be moved to the north of the property and
run directly along the north side of the house, eliminating the driveway
crossing the front yard.
French pointed out that he would have to remove the existing culvert and
install a new culvert at the north side of his property. He also pointed out
that he would lose parking area at the front of his house that provides a
convenient access for him in and out the front door. French pointed out the
mix of house/driveway styles along Edgerton, and did not feel what he was
proposing would be out of character with the area. French also noted that
given the tree cover on his property, much of the driveway area would be
hidden.
Hall noted that French likely uses his front door most of the time given the
current garage/driveway location. Hall suggested that use patterns will
change when the new garage is constructed. French disagreed and indicated
that he would like to park closest to the front door and take the shortest
distance possible when canrying in groceries, etc. French again commented
on the obstacles to running the driveway along the south property line as
well as relocating the driveway to the north property line.
Knudsen asked where French would place the driveway if the property was
just being developed. French stated that he did not know, but indicated that
he would still place the garage along the south property line as this was the
least objectionable to his neighbors.
The City Planner indicated that the garage is not the issue; it is the driveway
construction that is the issue. The Planner indicated that he understands Mr.
French's desire to not construct the driveway along the south property line
given the existing grades and need for a retaining wall. In that case,
however, the Planner stated that his recommendation would be to relocate
the entire driveway to the north property line. The Planner indicated that
there is a code issue with leaving the driveway as Mr. French is proposing
given that parking in the front yard must be on a driveway leading into a
garage. The Planner noted that the attached garage will be eliminated. The
Planner also noted that the code is set up to limit the amount of parking that
can occur in the front yard.
-5-
