MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 2007 <br />French replied that he would not be operating a business from his garage, <br />and again outlined his plan to house his vehicles, a boat, two jeeps he is <br />restoring, and woodworking shop. <br />Quick again expressed concern that a line of enormous garages would <br />develop behind the Payne Avenue homes and that the area would become <br />commercial. <br />French presented pictures of his yard and the surrounding area, and noted <br />that the garage would be barely visible from any of the Payne Avenue <br />properties. The City Planner noted that the French property is very large <br />and there would be about 230 feet from the rear line of the French property <br />to the back of the proposed garage. The Planner felt that the proposed <br />garage would fit well on the property. <br />There was no one else present from the general public wishing to comment <br />on this matter. <br />Knudsen agreed that the French property was large enough to accommodate <br />a 1,500 square foot garage. Knudsen stated that his issue with the proposal <br />is that the attached garage will be eliminated, while the majority of the <br />driveway leading into that attached garage will not be eliminated. Knudsen <br />noted that there will be a lot of paved surface in the front yard. Knudsen <br />stated that he can understand under the current situation, that the front door <br />of the home is the most convenient access. However, the new garage <br />location will change the flow. Knudsen stated that he had no problem with <br />the new garage, and understands the reluctance to build a retaining wall to <br />put in a driveway on the south end of the property. However, the north side <br />of the property could accommodate a drive. Knudsen felt that the old <br />driveway should be removed, the culvert relocated, and a new driveway <br />constructed on the north edge of the property. Knudsen stated that he <br />opposed the existing driveway remaining, and additional driveway run <br />across the front yard. <br />French asked if the driveway is relocated to the north property line, if he <br />would be able to put aturn-around space on the side of the driveway in <br />front of his house. He also asked what the difference was between doing <br />that and the plan as he has presented as he would still be able to park cars in <br />front of his house. <br />The City Planner indicated that the Code allows a small turn-around space, <br />but noted that it is to be used for backing into so vehicles can pull out of a <br />property and not for parking. <br />Hall stated that he agrees with Duray. Hall indicated that he walked the <br />property and came to the same conclusions that the plan as submitted by <br />-7- <br />
