MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />COOPERATIVE The City Administrator presented for approval a Cost Reimbursement <br />AGREEMENT Cooperative Agreement with Ramsey County which will allow the City <br />WITH RAMSEY to be reimbursed by the County expenses relative to the Viking Drive <br />COUNTY - realignment. <br />REALIGNMENT <br />OF VIKING Mr. Blesener introduced the following resolution and moved its adoption: <br />DRIVE <br /> RESOLUTIONNO. 2008-4-115 -APPROVING THE VIKING DRIVE <br /> RELOCATION COST REIMBURSEMENT COOPERATIVE <br /> AGREEMENT WITHRAMSEYCOUNTYANDAUTHORIZING THE <br /> MAYOR AND CITYADMINISTRATOR TO EXECUTE THIS <br /> AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />VIKING DRIVE/ The City Administrator noted the workshop that was held last week <br />RICE STREET at which Abdo Markethouse presented their development proposal for <br />REDEVELOP- City's property at Rice Street and Viking Drive. The Administrator <br />MENT noted the discussion at that workshop concluded with a request that the <br />Abdo's submit a development timeline for consideration this evening. If <br />that timeline was acceptable, the Council was going to consider exclusive <br />development rights for this property to the Abdo's. However, that <br />timeline has not been submitted. <br />The City Administrator recommended that rather than grant any one <br />developer exclusive development rights at this point, that the City put up <br />an advertising sign on the property and consider development proposals as <br />they are submitted. The Administrator indicated that three developers had <br />expressed interest in the property, with only Abdo Markethouse <br />submitting a formal proposal. The two other developers had felt that the <br />City's development timeline was too short. At the workshop meeting with <br />Abdo Markethouse, the Council indicated they were not comfortable with <br />that proposal and had requested the development timeline from the Abdo's <br />relative to other concepts. <br />Blesener agreed that given no timeline has been submitted for <br />consideration, the City advertise the property and consider proposals as <br />they are submitted. Montour agreed as well, noting that when the Council <br />left the workshop it was with the understanding that Abdo Markethouse <br />would submit a revised timeline and then Council would consider that <br />timeline and the possibility of exclusive development status.
