MINUTES <br />PLANNING COMMISSION <br />JULY 9, 2015 <br />conformities that exist with the property at 3088 LaBore Road. Duray <br />noted that the lot at 3088 LaBore Road will only have 67 feet of frontage <br />even after the 15 feet is added. The Planner stated that that is correct, but <br />noted that the property would have conforming width at the building <br />setback line. Duray noted the comment in the Planner's report relative to <br />the garage setback at 3100 LaBore Road. The Planner indicated that <br />whether this setback is 30 or 35 feet, it will still be conforming as the <br />required setback is 10 feet. The Planner noted that as part of finalizing the <br />lot split/combination, the property owners will have to have the property <br />surveyed and new legal descriptions written for recording purposes. That <br />will clarify the garage setback for 3100 LaBore Road. Davison noted that <br />there is always a margin of error associated with GIS dimensions. The <br />Planner agreed, and again noted that the setbacks are approximate until the <br />survey work is completed. <br />Buesing asked about the non -conformities that exist at 3088 LaBore Road. <br />The Planner estimated that the homes on these two lots were built in the <br />1930's or 1940's before the City has zoning rules in place. <br />Schwalbach recommended approval of the property division/combination <br />subdividing a small portion of property from one lot and adding it to the <br />adjacent lot for 3088 and 3100 LaBore Road subject to compliance with <br />the recommendations of the City Planner and the City Engineer and <br />subject to the lot split and lot combination being recorded concurrently at <br />Ramsey County. <br />Motion seconded by Heikke. <br />Motion carried 5 — 0. <br />CUP — The City Planner reported that Dennis O'Connell is requesting a <br />405, 407, 409 Conditional Use Permit to allow major auto repair on the property at <br />SOUTH 405, 407, 409 South Owasso Blvd. The Planner noted that this site is <br />OWASSO located across the street from Suburban Auto's main facility at 2989 <br />BLVD. — Country Drive. Suburban Auto also occupies a property within Ryan <br />SUBURBAN Industrial park where they conduct some aspects of their business <br />AUTO including the outdoor storage of vehicles. The Planner noted that the <br />BODY applicant is proposing to conduct major auto repair in a portion of the <br />building, with an existing tenant to continue to occupy the remainder of <br />the building for a period of time. The applicant has indicated future plans <br />to occupy the entire building for major auto repair. The Planner noted that <br />the property is zoned Light -Industrial (I-1) District and major auto repair <br />is allowed by Conditional Use Permit.
