MINUTES <br />PLANNING COMMISSION <br />MAY 8, 2008 <br />Officer, and a report from the Fire Chief and Fire Marshal. The Planner <br />noted that most of the comments from the Code Enforcement Officer are <br />related to 3164 Ryan Lane, which will be the next property considered. The <br />Planner further reported that he and the Code Enforcement Officer met with <br />Mr. Rossow this afternoon to review the issues raised in the various reports. <br />Mr. Rossow has submitted his written comments in response to the reports <br />and this afternoon's meeting. The Planner indicated that the remaining <br />issues relative to 3101 Spruce Street should be reconcilable. <br />The Planner also noted that staff has provided copies of the original CUP's <br />for both 3101 Spruce Street and 3164 Ryan Lane that were granted in <br />1999/2000. He noted that these CUP's relate to bus storage and are no <br />longer relevant to the properties. <br />Lee Rossow indicated that he owns four pieces of property in Ryan <br />Industrial Park and had operated his school bus company from the park for <br />over 20 years. Three years ago he moved the company to a new location in <br />Maplewood, and had asked for CUP's on three of his sites, not including <br />this one (3101 Spruce Street). He continued to operate an office from 3101 <br />Spruce Street until about a year or so ago. <br />Rossow reported that Tri-State Bobcat expressed interest in the 3101 Spruce <br />Street property. Rossow reported that he made some modifications to the <br />site and moved the business in. Therefore, he needs to amend the CUP for <br />the property eliminating the reference to buses and focusing it on equipment <br />and service retail/rental. Rossow reviewed the site plan in detail, indicating <br />that green area will be added, fence improvements made with 10-foot <br />landscape planters added in front of the fence as screening. He noted that <br />the site previously had 80 parking space, and he is proposing to reduce <br />parking to 39 spaces. One of the street entrances will be closed and <br />replaced with a front display area. Rossow felt the display area will be <br />interesting, will hold one or two pieces of equipment, a light pole, <br />monument sign, and landscaped with boulders and shrubs. Rossow noted <br />that the front of the building will be occupied with offices. Rossow then <br />described the ri•affic flow on the site. Rossow felt that the appearance of the <br />property from the right-of--way will be greatly improved. <br />Duray asked about setbacks relative to this display area. Rossow indicated <br />that the display area will be entirely on his property and will not encroach <br />into the right-of--way. Planters that are currently on the right-of=way will be <br />removed. <br />Duray asked about the City Planner's recommendations outlined in his May <br />2, 2008 report. Rossow indicated that he has no objections with the <br />recommendations and will comply. <br />-2- <br />
