MINUTES <br />CITY COUNCIL <br />MARCH 26, 2008 <br />Superintendent bent the truth. Holm reported that sludge is a common <br />problem in all dump sites, not just his. He also reported That he is willing <br />to install a grinder pump system that would break everything down prior <br />to its getting into the sewer system. Holm noted that the Superintendent <br />indicated that On-Site's is the only portable toilet company with its own <br />dump site. Holm attributed this to the due diligence that he did before he <br />purchased the property obtaining the necessary approvals for the dump <br />site. Holm felt that he should not be punished because he was a smart <br />businessman. <br />Holm noted that the Superintendent notes that the nearest Metropolitan <br />Council dump site is only 12 miles down the road. He reviewed in detail <br />the additional cost to his business that would be incurred if he has to <br />abandon his dump site and utilize Met Council sites ($170,000 to <br />$200,000 each year). These costs are outlined in the letter he submitted to <br />the Council this evening dated March 26, 2008. Holm reported that he has <br />tried to be a good neighbor. He also pointed out that the PW <br />Superintendent does not tell the Council that it costs On-Site $60,000 per <br />year to dump at his site, which is over $43 per thousand gallons of sewage. <br />Holm noted that the City receives a portion of these fees. Blesener <br />indicated that while the City receives a portion of these Met Council fees, <br />the City is also charged for sewer flows. Holm felt that the City came out <br />ahead on the exchange of fees. <br />Holm noted that the PW Superintendent has indicated that the City's <br />sewer line is not large enough to handle the amount of waste that On-Site <br />is dumping into it. Holm disagreed with this. He indicated that the City <br />required he put in a lift station that would handle 5,000 gallons per hour <br />and stated that he dumps less than that per day. <br />Holm stated that he wants to keep his dump site in Little Canada and has <br />been a good neighbor. He noted that he has offered to put in a grinder <br />pump as well as purchase additional insurance. Holm indicated that the <br />cost of utilizing the Met Council dump sites will be extremely expensive. <br />Holm requested that the Council reconsider its action to not renewal his <br />disposal permit. <br />The City Administrator asked how Holm calculated the $60,000 in <br />disposal fees he is paying the Met Council. Holm replied that he pays $43 <br />per thousand gallons and his disposal amounts are based on estimates. <br />Holm indicated that he has always over-estimated since he did not want to <br />jeopardize his permit in any way. <br />The City Administrator asked Mr. Holm how he was assured that he could <br />have a dump site on his property at the time he purchased it. Holm <br />reported that the assurances he received were verbal and not in writing. <br />11 <br />
